Judith, perhaps I have missed something, but on what are you basing the assumption that there cannot be a meeting in NA or LAC until 2019? Accordingto https://meetings.icann.org/en/calendar, both NA and LAC are on the rotation for 2018.

I am really surprised that with LAC having lost the Panama meeting to Europe, ICANN58 was not going to be swapped back to LAC. This means that there will not be a meeting in LAC until 2018 at the earliest.
