Dear Bill, I will tell you what I know.

I am a serial recruiter for the ICANN policy engagement agenda. My target always was early or mid-career professionals with the mental capacity/critical thinking/social awareness/baseline knowledge or philosophy perspective of the internet being a force for the common good, something simply as enabling each of us to connect to all of us.

The recruits have mostly moved on and give sundry reasons:the cost to them of giving/the narrow bore of the ICANN agenda is less useful than they thought/non-sustainable interest in the ICANN policy agenda/greater investment of time and effort than they can commit to for the reward/see very little surface area for personal impact.

Some of us are policy wonks and just love to know so we soldier on, hoping against hope we will sometimes pick a plum.

If those we have selected as Next Gen are disappearing afterwards, that would suggest that either our selection criteria need to be reexamined or we have a serious need to provide some form of transition to regular participation.  

Whether there is the same need with Fellows depends on what the goals of the fellowship program are.  That is, are we looking to increase awareness across the outside world?  Or do we hope for involvement with ICANN and/or the other institutions of Internet governance?
