Seun idea is interesting but there are several Other interests in having a TLD. Related to spamhouse  report I have a lot of experience including my own email that they decided to block nobody knows why an you the victim of its bad work has no way to talk to them get some feedback . Suddenly the system just put again the name free and your email come back to live- so the false positive if it's system is very bad - not blindly trust in such list

Its interesting how people pay such huge amount and go through the application processes to end-up utilizing the TLD in such a manner. Within the numbers community, resources are assigned/allocated on "needs" basis. Are there polices that reviews/check usage of TLDs against the intent of requesting the TLD initially? I guess that could be where to approach this and reduce the growth of such abuse.
