1. Regarding the ASO-GAC Webinar on the RIR Governance Document
The current timeline for OFBWG's development of an ALAC comment for the RIR Governance Document public comment proceeding shows:-
  • Final Draft Statement presentation – OFB call on May 15, 2025
  • ALAC: Vote on Final Statement – 16 May 2025 – 21 May 2025
We will have to check on the progress of the ALAC comment before the13 May ASO-GAC Webinar to see if an ALAC position could be shared (prior to endorsement by an ALAC vote). I would suggest either Claire or Bukola, as the OFBWG Co-chairs, to advise on this in due course.

2. On the GAC-ALAC Bilateral Meeting at ICANN83 "Public Interest Frameworks and Advisory Roles" topic, I think the challenge is that (1) "public interest" isn't defined, and (2) perhaps, in general, the notion of "public interest" isn't always strictly aligned between end users and governments. But I'm happy to think about it and discuss further.

As per Kristina's message, the aim here would be "to explore how ALAC and GAC can jointly influence outreach and evaluation, ensuring that the public interest is consistently considered across these key areas. Strengthening cooperation between GAC and ALAC in articulating and upholding the public interest in ICANN’s policy development processes" was also mentioned. Let me know if any further background would be useful, and I'm glad to get back to her with more queries.

Sure, ALAC Members are encouraged to attend but do note that this document is already being considered by the OFBWG and which has had the benefit of an extensive presentation by ASO Council Member Kevin Blumberg during the 24 April 2025 OFBWG call. There is also a small team constituted to develop the ALAC's comment for the public comment proceeding that you pointed out.

2. GAC-ALAC Bilateral Meeting at ICANN83 – Draft Agenda and Speaker Suggestions

Marco Hogewoning, GAC VC, has extended an invitation to ALAC to participate in a joint ASO-GAC webinar on the proposed Governance Document for the Recognition, Maintenance, and Derecognition of RIRs (a revision of ICP-2). The session will take place on Tuesday, 13 May at 13:00 UTC for 90 minutes.

The webinar will provide an overview of the draft, which is currently open for public comment until 27 May 2025:

Given the relevance of this topic to ALAC, I strongly encourage participation.

  • Digital Inclusion and Capacity Building

  • Public Interest Frameworks and Advisory Roles  [recommended]
    Suggested Speaker: Justine Chew

Your comments and additional suggestions are welcome. Please kindly note that given our usual, limited timing for these sessions, we are likely to cover no more than two topics of shared interest. My recommendations, as your liaison to the GAC, are noted above.


3. May Regulatory Updates Briefing – Call for Input
Together with our GAC colleagues, we are ready to welcome your suggestions for the topic to be covered during our May Regulatory Updates Briefing session, the last one before our Prague meeting. Zeina has originally proposed a focus on infrastructure governance in the Middle East as one of the topics for us to consider during these sessions, whereas we await further ideas from the Governmental Engagement team. I would appreciate any additional suggestions from the ALAC regarding policy topics or regional insights that should be reflected in this session.
