Glenn, you are probably correct. However, I am sure that if more background is needed to address the issues raised, we will be asked for it. In my view, it is preferable to keep something like this short. If you append several pages to it, it is far less likely to be read. Thank you Alan & All, following on your comments, if I may clarify: - my point was not about hierarchy. - In order to choose between addressing a letter to Chair or to CEO, the criterion is not really between operational/non operational. It's more an affirmation of principle: only the Board is accountable to the overall ICANN community, whereas the CEO and Staff are accountable only to their employer, the Board. In practical terms, and looking at the future, may I suggest - on matters not involving (or not mainly centered on) principles, an ALAC Vice-Chair could write "on behalf of the ALAC" to CEO or senior Staff, for things such as travel support, staffing, etc; - On matters related to principles: from ALAC Chair to Board Chair, of course with a copy to CEO and whoever on Senior Staff is actually in charge of the matter (in the case brought up by Garth: CEO and Chief compliance officer). Dear colleagues, the points I made were prompted not so much by the need to settle any specific and immediate problem, but by the thought that ICANN is on the cusp of a new phase, with accountability mechanisms likely to be more stringent, and perhaps the role of CEO, however powerful, will not be a voting member of the Board, but permanently present at Board meetings "at the pleasure of the Board". It seems that in the future, best practices in accountability will look something like this.
