Hello CLO, Though stated as an independent introductory statement to the ALAC comments on the 3rd Revison of the Draft Implementation Plan http://bit.ly/idnmeeting this has also been mentioned at an ALAC meeting, though not formally discussed nor voted upon as an ALAC suggestion. The rationale and the logistics of the inter-constituency meetings are more clearly explained as below: *The suggestion is to have inter-constituency meetings during Seoul where ccNSO, GNSO and its commercial and non-commercial constituencies, GAC, ALAC, SSAC as also Board Representatives, Staff designated for IDNs, finance and administration committees, IETF, external advisory / support groups, IDN user groups otherwise not part of the ICANN organization and invited experts could all gather together in one room on a suitable day during the Seoul Meeting to discuss all pending issues related to IDN implementation. The purpose is to bring together view points from the different constituencies / support organizations / experts to reconcile the most important issues that could consume time if discussed in different rooms. The inter-constituency meetings could be visualized as happening in the main room on a certain day (or half - a - day) which is relatively a light day for most constituencies, who could also be free to concurrently have their sessions on any other topic that may require to be discussed within their constituencies, but after assigning enough responsible participants to the proposed inter-constituency meetings. This could also be an opportunity for various IDN working groups to report on their work for consolidation. * I had earlier requested your help as ALAC chair to take the suggestion for inter-constituency meetings at Seoul to discuss IDN's and you had helpfully said that you might bring this up at the meeting of Chairs. I understand that ICANN schedules are drawn up well in advance, but at the same time I do not wish to assume that it is too late to fit this in. On my part, apart from raising this at the alac meeting and at the ccNSO PDP meeting, I did not think it appropriate to take further steps. Yes and based on this rational this proposal from you as the current IDN Liaison was inserted as a pre-amble / introductory statement as you noted above...

As we discussed this a matter for the Meetings planing team and how they respond to the highly competitive requests for space and time at an ICANN Meeting, as we also discussed the matter of the Fast Track IDN process being on the Agenda for the Seoul meeting will ensure that there is Agenda time for IDN discussions however your proposal is dealt with *and* I also said that in discussion with the ACSO Chairs, that *of* we settled on a topic that embraced new gTLD's for our session it would include (which is in keeping with how ALAC has incorporated IDN's into the macro topic of new gTLD's) an essential part of that dialogue and in some way go towards meeting the outcomes the aforementioned rational aimed for...
This could also be an opportunity for various IDN working groups to report on their work for consolidation.

Indeed the complexity of meeting logistics is quite challenging (again as we discussed) On my part, apart from raising this at the alac meeting and at the ccNSO PDP meeting, I did not think it appropriate to take further steps. OK But if you could allow me, I can write to the AC / SO chairs to convey this suggestion and explore if there is a greater interest in this.
Feel free (as either an individual At-Large Member, an ALS Rep from APRALO or in terms of what you see as your role as the ALAC IDN Liaison) to do so!!! That needs no such permission from the likes of me, certainly as far as I can ascertain, many in the ICANN community wish to (and do will in the forums planned and offered in Seoul and other future meetings) discuss various matters and issues of IDN's in greater detail as a community; Certainly all the previous such Workshops and meeting we have held at ICANN Meetings in the past have been extremely well attended {causing a change of room last minute in one case as we exceeded space capacity} and of course both the Fast Track process and the current ccIDN-PDP-WG activities that you and I are involved with at the moment, will also provide for such future opportunities all be it not necessarily with the exact logistics you have proposed for Seoul...
