As the person holding the position of Rapporteur for the last year, I thought I would make some comments regarding the position. Many of our ALAC/At-Large rules are based on United Nations documents, and the term Rapporteur is part of that. You can find the original usage in the UN General Assembly Rules at https://st.icann.org/alac/index.cgi/index.cgi?rules_of_procedure. I could not readily find a formal definition within the UN documents, but the sense with respect to a committee is someone who summarizes and reports on the deliberations of the committee. In the wider UN context, the terms is also used as someone who is sent to investigate some situation and report back - as in a Special Rapporteur on Human Rights who may be sent to some country believed to be violating human rights. Within the ALAC Rules of Procedure, the definition is "An independent critical friend; a person acting as a monitor to processes, who is responsible on behalf of the committee to ensure correct process have been carried out." The only place I could locate anything close to this definition was in an online English-Turkish dictionary. Someday, we should probably change the name... In any case, on thinking what this officer could and should reasonably be responsible for, I looked at what major problems we have had over the last year where adding leadership might help. I think the one function that was not performed well by any officer or by staff was the overseeing of the policy process within ALAC/At-Large. We were continually in a position where time: - time had passed on known issue deadlines; - we had not yet taken sufficient action; and - we had no choice but to scramble to do something in very short order. I would suggest that the Rapporteur take charge of this (with staff support). I hesitate to be very prescriptive, since whoever occupies the position should decide for themselves (along with the other officers and the ALAC) exactly what needs to be done. Nevertheless, in my mind, what we need is someone who can analyze what level of effort will be needed, set reasonable time-lines, and monitor performance. All of this in support of ensuring that the ALAC and At-Large deliver, in a timely manner, what the ICANN community and the user community needs. Alan
May I say, from the perspective of the staff, the proposal made would be very helpful. The Policy Advice Development schedule does help to make it clear when a commitment to respond to an issue has been made, however, if an officer of the ALAC were to be specially engaged in helping on the volunteer side as Alan is suggesting I believe this would be a very useful administrative improvement. Excellent proposition, Alan has made. This was and is a point we are not performing well and we need to improve. Have someone with this task will help a lot. However, I would remember that the task Alan had performed takes a lot of time and he did it very well; to add another task to the rapporteur may demand to redistribute tasks among the Vice chairs. This detailed info is very helpful to inform any candidate to this position to analyze if they are committed to perform such task. We will let history judge how well I have performed, but the juggling of responsibilities was assumed. Any officer will also assume various tasks as required. The focus of my comment was that having a person who owned this particular task might help us do a better job on this issue. Alan At 07/10/2009 03:45 PM, Vanda UOL wrote:

I agree with the complements and comments to Ala's proposal we've seen so far and look forward to more reaction and support for this position description of our 4th Elected Officer of the ALAC in this thread... To take up a couple of the points Vanda made though, yes having the current position holder redefine the role based on his his experience and the needs of the ALAC and wider community is ideal so my thanks to Alan for doing that as well, but as to the considerable tasks Alan managed and contributed to in the roll of Rapporteur in this last year this is more a reflection of him acting in the best way he could to meet the ALAC needs which we were challenged with meeting rather than it being defined within his role => one of the reasons I believe he would make an excellent Vice Chair this coming year... if the new Rapporteur did as a baseline this new aspect of the role that Alan proposes and then adds whatever additional work load they can manage in keeping with our needs and the instructions of the ALAC / wider community then they can in turn help us modify and define this role within the elected Officers and the ExCom even further but without unreasonable demands being made on them... At least that is my hope... CLO 2009/10/8 Vanda UOL <vanda@uol.com.br>
