Her resignation is effective immediately, as of 23 August 2024. In accordance with the ICANN Bylaws, the Empowered Community and ccNSO have been formally requested to fill the vacancy of Board Seat 12. The ccNSO members will be asked to nominate and select a candidate, after which the Council will formally nominate the selected candidate to be designated by the Empowered Community Administration (ECA). The ccNSO Council expects to adopt the timeline for the nomination process and appoint the Nomination Process Manager by the end of next week. Further details will be provided on the ccNSO website and members' mailing lists." New ccTLD DNS Abuse survey out now! The ccNSO DNS Abuse Standing Committee (DASC) invites ccTLDs to respond to its survey. Conducted in August - September 2024, this survey follows up on the initial survey from Q4 2022. It aims to uncover trends in DNS abuse mitigation practices across country code Top-Level Domains (ccTLDs). The survey targets ccTLD managers worldwide, regardless of ccNSO membership. IGLC Insights on Internet Governance In June 2024, the ccNSO Internet Governance Liaison Committee (IGLC) announced the release of its latest paper titled "Towards WSIS+20: The GDC, SDGs, and Why They Matter to ccTLDs". This document examines the upcoming WSIS+20 review, the Global Digital Compact (GDC), their implications for country code top-level domains and the pivotal opportunity for ccTLDs to influence the future of internet governance. The document outlines actionable steps for ccTLDs to engage in these global digital governance processes, highlighting the importance of building relationships, participating in consultations, and contributing to the UN SDGs. Topics for discussion included, among others: - The letter proposing a deferral of the third CSC effectiveness review was adopted. The rationale for this decision is as follows: the second CSC effectiveness review was concluded in March 2023, and the ccNSO and GNSO Councils adopted the final report in April 2023. This included a recommendation to amend the ICANN bylaws to extend the interval between reviews. The current review cycle is scheduled to occur every three years, commencing from the review start date. This would suggest that the next review should commence in October 2024. The compressed timeframe between the conclusion of the previous review and the mandatory commencement of the next review raises concerns that the recommendations from the previous review may not be implemented. Furthermore, the next review would also coincide with the IANA Functions Review, resulting in a potential overlap in resources. - A sneak preview of the revised ccNSO Travel Fund Guideline. ICANN supports community members to attend ICANN Public Meetings to advance policy development and other work. As part of this, ICANN provides travel support for a limited number of ccNSO selected recipients. This ccNSO Guideline documents the application process, the eligibility criteria and the selection process for ccNSO funded travelers. - Discussion regarding written invitations to ccTLD managers to join the ccNSO as a member. - Update and next steps regarding the the proposed review mechanism policy for ccTLDs (ccPDP3-RM). The proposed policy is currently under Board consideration. The Board Caucus sent some questions to Council, to assess feasibility of implementation. A drafting team is currently working on an answer. Additional topics for the ccNSO Council meeting are available on its workspace. The next ccNSO Council meeting will be held on Thursday, 19 September 2024. All Council meetings are open to observers.
