ICANN meeting on Fridays
Dear Folks, there is currently some discussion amongst the Board and SO/ACs, about the Friday session at ICANN meetings. The sessions starts at 8:00 with Board Committee Report, then continuing with SO/AC Chair Reports and then the ICANN Board Meeting. Traditionally, this has been poorly attended and rather boring to sit through. There is discussion whether this could be replaced with written reports to be filed on the ICANN Web Site, thus shortening the ICANN week by one day. Any note of thanks would take place in the Thursday afternoon Public Forum & Wrap up. The response I have provided so far, is that whilst I am not against having our ALAC report published instead of spoken -- for those of you who have attended, I have kept my spoken report to less than 3 minutes but for some, the reporting is really tedious and long --, I am concerned that this would shorten an already packed week. In particular, the ALAC Executive Committee meets on Friday afternoon and this is the time when we have access to the CEO, COO, CFO etc. This is the time when we can really interchange with Senior ICANN staff. I am therefore concerned that ICANN not having a morning session on Fridays would mean our afternoon session would be scrapped too. Also, in San José, we also used the Friday morning for LACRALO capacity building, so this day was needed. I'd be interested in your point of view, so that I can relay it to the Board members who have asked me my point of view. Kind regards, Olivier MJ Crépin-Leblond ALAC Chair
Olivier and all, Even if it would be better for me to shorten the meeting by one day, I totally disagree on removing the Friday morning session for the following reasons: · The most important part of the Friday session is the board public meeting and not the SO/AC Chair reports. · I find the Board public meeting one of the most important events of the week: remember when the Board members voted the resolution on .xxx and the discussion that took place just before, or when they voted on the resolution 20 in Nairobi. Those were very important moments that the community lived directly. I think its one of the ICANN particularities to have a public Board meeting with decision made and discussion. We may have a boring and empty one as in San José, but it was an exception, and I hope it will be the last one. · The report of the Board committees is also an interesting thing, mainly because of the opportunity to react for the community. · Tell you the truth, I would like to see the ALAC Chair presentation given with more details on the main things (for example on the academy, LACRALO events and At-Large improvement for the San José meeting). I find this exhibition of the SO/AC activities interesting and informative. · Finally, and as you said Olivier, our ExCom meeting needs to be on Friday afternoon to be able to have the senior staff absolutely free for interaction with our concerns. ---------------------------------------------------------- Tijani BEN JEMAA Executive Director Mediterranean Federation of Internet Associations Phone : + 216 70 825 231 Mobile : + 216 98 330 114 Fax : + 216 70 825 231 ---------------------------------------------------------- -----Message d'origine----- De : alac-bounces@atlarge-lists.icann.org [mailto:alac-bounces@atlarge-lists.icann.org] De la part de Olivier MJ Crepin-Leblond Envoyé : lundi 26 mars 2012 15:42 À : ALAC Working List Objet : [ALAC] ICANN meeting on Fridays Dear Folks, there is currently some discussion amongst the Board and SO/ACs, about the Friday session at ICANN meetings. I disagree with removing Friday, but for far different reasons than Tijani. I may be well known for having zero interest in what I call the miserable "Board Theatre" that takes place Fridays. In Costa Rica I attended out of support for Olivier, who presented the ALAC report to a generally empty room early in the morning. I personally have little interest in events that are, by design, non-interactive, with the Board taking final votes (and speeches) on matters already decided previously. Real conflict rarely happens in the open meetings. The reports (and comments accompanying dissenting votes) could/should be done in the form of pre-recorded slideshows or videos which could be easily seen by anyone in the community at any time. Having said that, I see first hand the absolute panic that At-Large staff has in advance of all meetings, cramming our various meetings into every possible available space. So I would argue that we still need the Friday -- but we need it for something more than Board threatre, we need it to reduce pressure on the rest of the week. If I had my way I would have the Thursday At-Large "wrap up" meeting take place Friday morning, freeing Thursday up for other things, such as At-Large working groups which could use the time to write proposals for ALAC consideration on Friday and/or the public forum. These proposals could then be accepted or referred back to RALOs as necessary. The tradition of an open ALAC executive meeting Friday afternoons works well and is worth preserving. And to those who want to blow off Friday afternoon for tourism after an exhausting week (and don't have to be at the ExCom meeting), you earned it. (Well, most of you ;-) .) - Evan
Dear Olivier, I am against the idea of merely providing written reports and shortening it so. I will explain why. Board members are paid to do the work and should not be seen to be shirking nor trying to cut a day, on the other hand the ALAC are all committed volunteers who do work without receipt of payment. The Thursday Board meeting is merely "show" or keeping up with appearances for an open and transparent environment. Secondly, even from Thursday meeting dynamics, there is no exclusive ALAC time of interface with the Board. The convergence of Board members face to face with all stakeholders is something which we should optimise and maximise in terms of Board meetings or ALAC reports to Board meetings. The real behind the scenes Board meetings happens on Friday. Rather than asking why it is poorly attended, one would think that it should really happen on Saturday or Sunday when everyone is still there. Either way, ALAC Excom should at least be present in the Board Meetings when ALAC chair presents the Report. Whilst, the ALAC Chair may be submitting monthly written reports to the Board, it is not the same dynamics as being in the room together. The Board, in my view should exercise leadership and be creative in how it rearranges its program to ensure that attendance is strengthened rather than wiping it out altogether. I am not sure where they are paid but is usually the practice globally that if you are a Director, you receive what's called Director's fees or some kind of emolument etc. I have not checked but you can go to the website Fouad and look up the Financials and it is usually disclosed. It is nothing "new" and my view is that any Director of any Board should be paid/remunerated for work done in directing. My comments were based on my assumption and happy to be corrected. Hi Olivier, I would like to share my two cents. Such a reduction would indeed be good because then RALO's can also use this cushion for other activities and meetings that are crammed into early morning like around 7am on other days. It does seem like a good idea to reduce this day in the ICANN public meeting schedules but again it may be used for relieving the crammed activities of constituencies on the earlier days that have no other place to be squeezed in. I'm in agreement with Tijani here and for the very reasons he outlined. Lord knows reducing the burn for a day would have been helpful in a very personal way. But I think a public board meeting at least 3 times a year sends a very important signal to the community and gives all of us a chance to read 'body language' or even witness a voluble dissent when matters come to the vote. Yes to continued formal Board committee reports. But I would err on the side for format like the ALAC's; highlights only and keep it to 5 minutes, tops. @Sala, other than a recent grant of a stipend to the Chair, ICANN Board members DO NOT get paid. Not even a a stipend! I am on record in support for payment/stipend. Way too much time is required to work effectively for no compensation. And it not's because of affordability. Here's my fundamental problem with that posture of non-compensation. It undermines the diversity objective by effectively reduces the pool of prospective Board members from places like where I live. A very effective non-intrusive barrier to entry. - Carlton ============================== Carlton A Samuels Mobile: 876-818-1799 *Strategy, Planning, Governance, Assessment & Turnaround* ============================= On Mon, Mar 26, 2012 at 9:42 AM, Olivier MJ Crepin-Leblond <ocl@gih.com>wrote:
Dear Folks,
there is currently some discussion amongst the Board and SO/ACs, about the Friday session at ICANN meetings.
Kind regards,
Olivier MJ Crépin-Leblond ALAC Chair

Thanks Carlton, so they don't get paid. Interesting :) On Tue, Mar 27, 2012 at 8:32 AM, Carlton Samuels <carlton.samuels@gmail.com>wrote:
