Dear All, Please see below the call for nominations for members of the 2016 ALAC Leadership Team (ALT) sent on behalf of Alan Greenberg, Chair of the ALAC. =========================================== ALAC LEADERSHIP TEAM Now that it is confirmed that the ALAC Chair, Alan Greenberg, will continue for another term, he has requested that a call for nominations be issued for the other four members of the ALAC Leadership team (ALT) from the four remaining regions: - Africa - Asia, Australasia and Pacific Islands - Europe - Latin America and Caribbean Islands The ALAC Rules of Procedure call for up to two Vice-Chairs, at the discretion of the incoming ALAC Chair, and Alan has indicated that he would prefer two Vice-Chairs as was the case during the past year. Nominations are now open for individuals to serve as the two Vice-Chairs of the ALAC and the two non-titled ALT positions. Nominations may be made by any current ALAC Member. I believe that new people should be inducted instead of encouraging the usual faces to continue otherwise this becomes a family business or tightly knitted teams that are not democratic. Secondly people from developing regions in RALOs should be encouraged to nominate for these seats that have yet not received the opportunity to serve on ALAC positions. Sorry to say, APRALO should encourage new APRALO faces in ALAC. For those that want to stay glued to these positions for years should develop the courage to move to other roles in the ICANN community. I would like to forward my nomination under APRALO and contest the seat on the grounds of bringing a fresher and developing country perspective. I'll fulfil the necessary requirements as outlined. If the resultant ALT includes two members nominated to be Vice-Chairs, those two will serve in those positions. If there are less than two or more than two nominated as Vice-Chairs, the ALAC Chair will decide who will occupy the Vice-Chair positions.

Given the amount of discussions I've had today regarding my last email, I thought I should clarify some misconceptions. I need to start by applauding the large group of hard working volunteers that make up the ALAC. My previous email is not aimed at anyone or any group in particular, only aimed at what I see as a flawed process. I understand why we are where we are, but I do not accept the argument put forward supporting the status quo. ICANN is increasingly under the microscope, and if the ALAC within ICANN is to be taken seriously moving forward, we need to address this matter. There is an worrying kind of relationship in the ALAC built over time. Call it what you wish, but the ALAC community represents over 3 billion people, and this is larger than the select few that have rotated along various positions over the last few years. Jumping from one role and committee to another, in coordination with others to save them a seat when the time is ripe - So let's all stop pretending this doesn't happen. The argument that I, and I expect many of you have heard, is that of the built-in biases to this 'small band of knowledgeable people' argument is vested in the idea that the ALAC must respond to everything that comes along, thus the need to maintain the group of 'expertise' becomes imperative. Year after year, I've heard the ALAC leadership talk about out-reach and increasing the pool of volunteers, however while this of course is essential, this exercise would only be beneficial if the 'old talent' are willing to give up seats - something I think we can all agree on we have seen very little of over the years. Many have been vocal about the ALAC being more strategic in choosing our battles, not only in recognition and valuation of volunteer's time, but also to develop more wide-based teams. The reality is, many cling on to these positions for various self-interests, with the argument that 'no one else understand the complex ICANN system and issues like I do'... Let me just say, I come from a region where I've heard this argument put forth many a times. I apologies if my words have hurt anyone, this is not my intention. In fact my issue is ONLY with the process, and this is not about individuals serving or will be serving in the ALT. Let me also stress again, because I've heard talk suggesting I am raising this issue because I was not nominated for an ALT positions - I do not wish to take a seat on the table this year, nor do my commitments allow me -thus my interest is only in highlighting what I believe is a flaw in the process. I feel ALT nominations tend to be discussed behind closed doors by a few, and then rushed for votes supported swiftly by those gaining in the process (with the time factor be used an argument). Moving forward I suggest that in all future ALT nomination processes, the ALT should inform the ALAC in advance that the nomination process is to take place (giving at least one week notice). A call of interest should be emailed in advance to the ALAC, and subsequently a nomination process take place. This would add an extra week to the process, but it allows discussion and thought to take place. While I have no issue with the people being nominated for the ALT this round, may I suggest that the current nomination be paused, so that due process can shape in a transparent and accountable fashion. Admittedly, this will add an extra day or two to the process, but it would start with dealing with the democratic deficit that is clearly taking shape between us. I feel ALT nominations tend to be discussed behind closed doors by a few, and then rushed for votes supported swiftly by those gaining in the process (with the time factor be used an argument).
Moving forward I suggest that in all future ALT nomination processes, the ALT should inform the ALAC in advance that the nomination process is to take place (giving at least one week notice). A call of interest should be emailed in advance to the ALAC, and subsequently a nomination process take place. This would add an extra week to the process, but it allows discussion and thought to take place.
While I have no issue with the people being nominated for the ALT this round, may I suggest that the current nomination be paused, so that due process can shape in a transparent and accountable fashion. Admittedly, this will add an extra day or two to the process, but it would start with dealing with the democratic deficit that is clearly taking shape between us.

Dear All,
I want to publicly note that I do not wish to participate in this nomination process. I feel this is part of a play orchestrated by a select few, with the sole purpose of rotating the same people in various positions. This is not only in reference to the ALT leadership positions, but all ALAC related positions.
Let my intentions be VERY clear- I have, and had no intention to run for any of these positions this year. My position on this matter stems from the discontent on how a select few manage the process.

Now that it is confirmed that the ALAC Chair, Alan Greenberg, will continue for another term, he has requested that a call for nominations be issued for the other four members of the ALAC Leadership team (ALT) from the four remaining regions:
- Africa - Asia, Australasia and Pacific Islands - Europe - Latin America and Caribbean Islands
The ALAC Rules of Procedure call for up to two Vice-Chairs, at the discretion of the incoming ALAC Chair, and Alan has indicated that he would prefer two Vice-Chairs as was the case during the past year.
Nominations are now open for individuals to serve as the two Vice-Chairs of the ALAC and the two non-titled ALT positions. Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming Dublin ICANN Meeting.
Requirements for ALT members can be found in Section 6 of the ALAC Rules of Procedure (http://tinyurl.com/ALAC-RoP-2013-04).
Nominations will close on Saturday, 17 October 2015 at 23:59 UTC.
Nominations need not be seconded, but it is an ALAC tradition that others may second the nomination as a show of agreement with the nomination.
Nominations other than self-nominations must be accepted within seven days after the close of nominations. Acceptance should be sent to the alac@atlarge-lists.icann.org<mailto:alac@atlarge-lists.icann.org>.
Nominees without access to that list should send their acceptance to staff@atlarge.icann.org<mailto:staff@atlarge.icann.org>.
Staff will forward all acceptances to ALAC-Announce@atlarge-lists.icann.rog<mailto:ALAC-Announce@atlarge-lists.icann.rog>.
Following the close of the nominations period and the acceptance or rejection of all nominations, candidates from regions where the position is not contested will be declared to have won by acclamation.
If there are multiple candidates from any region, the candidates, in conjunction with the ALAC, will be given the opportunity to resolve the situation. Failing that, an secret vote of the ALAC will decide the winner.
If the resultant ALT includes two members nominated to be Vice-Chairs, those two will serve in those positions. If there are less than two or more than two nominated as Vice-Chairs, the ALAC Chair will decide who will occupy the Vice-Chair positions.
