Alan and all, The opinion I expressed in the ALT and that I’m reiterating here is the following: Create a selection committee composed of one member from each region selected by the RALO Five members from ALAC selected by the respective RALOs one non voting chair selected by ALAC The selection committee will count 10 people regionally balanced with 5 ALAC members and 5 non ALAC member plus the chair Create a charter for the selection committee including mission and working methods Create selection criteria for each position. If another position is created, the selection criteria will be augmented by the criteria for the new position. All selections without exception shall go through the selection committee All recommendations of the selection committee shall be submitted to the ALAC The ALAC will have the final word about any appointment or nomination for all the position. As a past member of the ALAC, I wish to express strong support for Tijani's observations and suggestions. In addition, the following aspects deserve special attention: - The Selection committee would have 2 tasks, - first, draft its charter, - second, to receive, examine and assess candidacies. - In addition to the composition proposed by Tijani, this committee should have the possibility to include (a small number of) non-members who have a broad experience in the considered fields. - If the time frame does not permit the appointment of a full committee in time for Helsinki, an interim solution should be envisaged (an interim committee with an interim Chair + a core membership). - The committee should submit its recommendation(s) to the full ALAC, without intermediaries. After consultation with the ALT, I would like to propose the following:
1. Once we have the ALAC Selection committee in place, and in ample time prior to the Annual General Meeting to be held in Hyderabad, we initiate a formal call for nominations; have the selection committee make its recommendation(s) to the ALAC; and appoint a Governmental Advisory Committee Liaison (subject to GAC approval) for the 2016-2017 year.
2. We delegate to the ALT the responsibility to appoint an interim Liaison to the GAC to start in Helsinki.
I would like to initiate a consensus call on this, so please make any comments quickly, and be clear if you have concerns with the premises (a-d) or the proposals (1-2) and any alternative proposals.

The two issues are interrelated: 1. Setting up a nomination committee 2. deciding about the GAC liaison as an interim position now - or later about a permanent seat. The first should (can not) not be done in a rush but is needed for any permanent ALAC position including the GAC liaison. For the second point: it is wise not to lose the momentum and go for a interim appointment even without a nomination committee. In this respect I agree with Sebastiens proposal: "ALT will make a recommendation to ALAC who will appoint an interim Liaison to the GAC to start in Helsinki." After consultation with the ALT, I would like to propose the following:

Addition: the appointment should be made by consensus, to avoid lengthy calls or voting procedures. ALAC could use the F2F time in HEL and decide (find consensus). Hi, The way I understand Alan's mail is that the appointment can't wait till Helsinki, it implies that it indeed needs to be done this week (if the intention is for the person to be at Helsinki). That said, I think It needs be cristal clear how long an interim period will be. Thinking aloud; I am wondering why we can't just appoint someone within ALAC(or who already have existing role) temporarily instead of selecting someone from the community who will just be there for a few months. I agree with you and others who are also proposing that we deal with the temporary GAC position NOW We can then look at a more formal process moving forward (for including into our ROPs) when we are in Helsinki, knowing that our place in the GAC arena is secure. Seen all position I tend to agree for the immediate solution ALT will decide. For the permanente solution ALAC as a whole as I prefer will decide.My suggestion is to have this interin position really interin till the time we decide the process and select a person. For the second point: it is wise not to lose the momentum and go for a interim appointment even without a nomination committee.
