Next Round of New gTLD* - Council was informed that the Council Small Team Plus on Pending Subsequent Pending (SubPro) Recommendations (Small Team Plus) had conducted its Community Consultation during ICANN79 as planned, to socialize the Small Team Plus's work on the supplemental recommendations to address the rationale provided by the ICANN Board in declining to approve/adopt 10 (original) SubPro PDP recommendations covering 6 topics. - No comment or objection was received by the Small Team Plus during that ICANN79 session, so, the Small Team Plus is now able to refer the supplemental recommendations to the Council for approval in Council's April 2024 meeting. *4. Privacy and Proxy Services Accreditation Implementation (PPSAI)* - Council acknowledged that the Implementation Review Team tasked with implementation of PPSAI recommendations that were adopted by the ICANN Board back in 2016, has been reactivated. - Question was asked if any or all of those recommendations are still fit for purpose given the introduction of GDPR and other newer developments since 2016, and whether this IRT might be compelled to try and implement outdated recommendations. - The conclusion reached was that the IRT should be given the opportunity to review those recommendations and state if any one which are no longer fit for purpose, so that the right party (eg GNSO Council to take remedial steps to perhaps re-conduct a policy development process to update those recommendations). - This is an example of the need for Topic 2 in the recent Board Consultation during ICANN79 Prep Week <https://icann79.sched.com/event/1ZV04> with the Community. *5. - GNSO - GAC Bilateral agenda, where GNSO was asked on the status of the GNSO Council Small Team on DNS Abuse. We were able to clarify that the Small Team is not wound up but merely kept in abeyance until such time that Council had access to useful data which could inform a decision on whether gaps exists and how might those gaps be addressed.

Hi Barrack, Thank you for your message and a great question! It's clear that within the GAC and beyond, across the ICANN community, there is strong support for the multistakeholder model as a key component of the current framework for Internet governance. However, it's important to acknowledge that individual national perspectives continue to significantly influence discussions and approaches to these issues, both within our community and beyond it, notably within the UN First and Third Committee who are looking into regulating international cybersecurity and cybercrime on a treaty basis. While there is general support for the WSIS and NetMundial discussions within the GAC, it's noteworthy that geopolitical debates are increasingly shifting further away from our community and our community persepctive might be forever less representative for the global attitude shifts. The GAC has previously emphasized the importance of ensuring that ICANN's plans, positions, and intentions regarding the Global Digital Compact (GDC) and the WSIS+20 review encompass the multistakeholder model and recognize the role of the technical community. Concerns have been raised about the absence of the technical community in the originally proposed definition of stakeholders in the GDC. The GAC has highlighted that both: ICANN.org and the ICANN community play a crucial role in these discussions and should actively contribute to shaping their direction. Based on the trends, it appears Stewardship of the Internet's key resources might also be an area of interest to governments since we cannot extrapolate Cybersecurity issues, not sure if everyone is happy with the Status quo. However, it's important to acknowledge that individual national perspectives continue to significantly influence discussions and approaches to these issues, both within our community and beyond it, notably within the UN First and Third Committee who are looking into regulating international cybersecurity and cybercrime on a treaty basis. While there is general support for the WSIS and NetMundial discussions within the GAC, it's noteworthy that geopolitical debates are increasingly shifting further away from our community and our community persepctive might be forever less representative for the global attitude shifts.
The GAC has previously emphasized the importance of ensuring that ICANN's plans, positions, and intentions regarding the Global Digital Compact (GDC) and the WSIS+20 review encompass the multistakeholder model and recognize the role of the technical community. Concerns have been raised about the absence of the technical community in the originally proposed definition of stakeholders in the GDC. The GAC has highlighted that both: ICANN.org and the ICANN community play a crucial role in these discussions and should actively contribute to shaping their direction. Coordinated input from all constituencies and individual ALSes is therefore urgently needed.

Hi Vanda and all, Many thanks for this insightful feedback. Platforms are, indeed, an important component of our digital landscape though one might argue somewhat remote from ICANN's picket fence. Nevertheless governments are diligently working to regulate them, including here in the EU. You might find this description based on the recent Digital Market Act helpful in trying to frame the discussion and define it's scope: "The Digital Markets Act includes rules that govern gatekeeper online platforms. Gatekeeper platforms are digital platforms with a systemic role in the internal market that function as bottlenecks between businesses and consumers for important digital services. Some of these services are also covered in the Digital Services Act, but for different reasons and with different types of provisions." The shift towards infrastructure in international policymaking should be a top priority for ICANN. Based on the trends, it appears Stewardship of the Internet's key resources might also be an area of interest to governments since we cannot extrapolate Cybersecurity issues, not sure if everyone is happy with the Status quo. It's clear that within the GAC and beyond, across the ICANN community, there is strong support for the multistakeholder model as a key component of the current framework for Internet governance. While there is general support for the WSIS and NetMundial discussions within the GAC, it's noteworthy that geopolitical debates are increasingly shifting further away from our community and our community persepctive might be forever less representative for the global attitude shifts.
The GAC has previously emphasized the importance of ensuring that ICANN's plans, positions, and intentions regarding the Global Digital Compact (GDC) and the WSIS+20 review encompass the multistakeholder model and recognize the role of the technical community. Concerns have been raised about the absence of the technical community in the originally proposed definition of stakeholders in the GDC. The GAC has highlighted that both: ICANN.org and the ICANN community play a crucial role in these discussions and should actively contribute to shaping their direction. Coordinated input from all constituencies and individual ALSes is therefore urgently needed.
