I think that what this is saying is the Board New gTLD Program Committee on Monday approved temporary reservations for RC, IOC and some unknown subset of IGOs. This would make the resubmitted GNSO motion regarding RC/IOC no longer relevant. I am once again troubled that even after the fact, there is no public knowledge of important Board activities taking place - See http://www.icann.org/en/groups/board/meetings.
