Thanks Maureen Actually, it is a good suggestion,. If you remember Graeme Bunton’s remarks at the panel on DNS abuse, his first comment was that we need to understand their business - high volume, low margins, as a limitation on what they an do. So this may be relevant. That said, I”d ask to expand what he means by 'market place'. Ultimately, their market place is the user - the one who trusts the DNS system or not. One tiny example: last year, I was talking to a neighbor (yes, summer house, yes, sunny day as we visited a lovely garden - sigh) so we chatted about the information she gets for her horticulture interests. Her reply - the internet - but from an .edu, or .org site - which she trusts. (and that’s from someone who knows nothing about the Internet and DNS - except as a user) So market place - yes, but the whole marketplace, please. Holly

Consumer Protection Post EPDP In this session, we’ll explore how things have changed since ICANN’s implementation of the Temporary Specification to comply with the GDPR. We’ll hear from Consumer Protection Professionals, Cybersecurity Researchers and Corporate Fraud Prevention Experts on how the massive changes to WHOIS have impacted their work and their ability to get the necessary data from contracted parties or find alternatives. We will also invite speakers from the Registrar community to share their experiences with data requests during that same time. Is the volume overwhelming, are the requests poorly scoped? How does the this small slice of consumer protection look going forward? Recommendation Trepidation The community is now looking at literally hundreds of recommendations that have been made by various WGs and RTs. What does that landscape look like and how do we resolve conflicts and prioritize the rest? We’ll have representatives from the board, ATRT3 and some of the WGs and RTs that made these recommendations to begin to look at the state of “reform” inside ICANN, post the recommendations of ATRT3 Helpful? Very helpful from my pint of view. I like both. On the first - I’m not sure that the security people will REALLY tell you what information they can still get. That said, process have had to change/adapt And i like the se3cond. Imagine starting with a slide that listed all the recommendations from all the review! (the list would have to cover at least 2-3 slides, with the text in 9 point font.) Holly

I think both are good but I lean towards the first suggestion which I think would be more productive in terms of informing participants about what is happening. The second one is very broad -- overwhelming -- maybe that's the point. But will it lead to a productive discussion on how to deal with the volume? Doubtful -- a lot of hand wringing probably. In addition to the development of the market, topics such as the secondary market for domain names, approaches to abuse and issues with resellers will be covered by Registrars. From Registries, consideration will be given to the different approaches generic (open) TLDs, brand TLDs and geographic TLDs, as well as key contractual requirements.
This session was originally proposed and accepted for ICANN 67
*Rationale/Desired Outcomes******
A recent session targeted at ensuring that ICANN Board members have a robust understanding of the variety of Registrar and Registry approaches to the marketplace was very well-received. Following on from the session with the ICANN Board it was proposed that a similar, expanded and interactive session with the broader community could provide good value to all. Policy making that is well-informed by fact is clearly optimal. Such policy making includes having the best access to all data including an understanding of the commercial drivers of the protagonists. The domain name services sector has seen far reaching changes take place over a number of years including the development of a range a diversity of business models within both Registry and Registrar business. Extensive competition has developed in some areas and substantial consolidation and corporate transactions continue to take place. The broader ICANN community will benefit from an understanding of the key marketplace drivers and dynamics when considering all future policy, including high-profile current issues such as future rounds of new gTLDs.
*Session Format******
Given the outreach and informative nature of the session, it is expected that it will be biased towards presentation of material. But, additional emphasis will be placed on question, answer and discussion. Further, organisers will be receptive to any other techniques to drive levels of interactivity. *Session Leaders/Facilitators******
To be confirmed *Community Interest******
Broad. As above, the business and commercial drivers of the registry and registrar businesses underpin their own finances as well as those of the ICANN Organisation as a whole. This is a crucial pillar of understanding for the broad community and so interest is expected to be high and broad.

Don't forget there are three plenary sessions and therefore we need a good number of topics from which to make our final selection. Jonathan Robinson's was the first proposal to come in, so ICANN needs at least two more. All ideas welcome, but we must use the formal proposal form with its full explanation. The second one is very broad -- overwhelming -- maybe that's the point. But will it lead to a productive discussion on how to deal with the volume? Doubtful -- a lot of hand wringing probably.

Hi all, my two cents: *Proposed Session Title * Beyond Budapest: the UN cybercrime treaty and DNS Abuse ** * Brief Description (max 250 words) * This session looks into the progress and perspectives of the proposed UN cybercrime treaty and explores how it might impact ICANN’s mission. Its point of departure will be the recent reports from ICANN’s UN engagement team < https://www.icann.org/en/system/files/files/un-update-cyber-related-discussi...
. It seeks to explore whether the ongoing UN discussions impact ICANN’s understanding of DNS abuse such as CASM, online fraud or any other online activity the community considers harmful. We would also like to take this opportunity to look at the international cybercrime treaty already in place: the CoE Budapest convention and what mechanisms it offers to effectively protect internet users from DNS related abuse. We would like to invite speakers from the UN engagement team to give the background for our discussions, welcome representatives from the Council of Europe (GAC observer) as well as from the contracted parties community to discuss the DNS Abuse framework. Rationale/Desired Outcomes * We’re seeking to answer the following questions: How does DNS Abuse fit in with existing cybercrime frameworks, both: national and international? Can cybercrime laws be useful for fighting DNS Abuse? What are the opportunities for having the ICANN voice heard in international cybercrime discussions? We will also seek to identify opportunities for enhanced ICANN community input into this and similar processes that directly impact the effectiveness of our DNS Abuse mechanisms. Session Format * Panel discussion Session Leaders/Facilitators * To be confirmed Community Interest * Community wide as is DNS Abuse
*Proposed Session Title: EU’s Digital Services Act – a new GDPR in the making?** *Brief Description (max 250 words) * Following the recent report from the IGO Engagement team on the EU Digital Services Act we would like to explore the challenges and opportunities this EU legislation holds for the ICNN Community. Learning from the GDPR experience, we would like to understand and prepare for any similar challenge in terms of contracted parties obligations and ICANN policy development processes. With the DNS Abuse framework still under discussion, we would like to identify any potential legal duties that might fall onto community members in EU and beyond should this legislation become binding. As explained in the IGO report: “Within the DNS ecosystem, registrars could be affected. ICANN’s Registrar Accreditation Agreement already provides that registrars shall be able to receive and act upon notification of providers of illegal content “by law enforcement, consumer protection, quasi-governmental or other similar authorities.” Under the DSA, digital services providers would be required to extend such notification systems to the general public, for reporting unwanted content.” Rationale/Desired Outcomes * This session seeks to spread awareness of this EU originated activity and its potential impact. We would like to welcome ICANN’s IGO team representative, European Commission as well as members from the contracted parties community, likely impacted by the legislation. Session Format * Panel discussion Session Leaders/Facilitators * To be confirmed Community Interest * Community wide Thanks for consdiering! J. W dniu 11.08.2020 o 18:59, Maureen Hilyard pisze:

The session aims to improving broader community understanding of the key dynamics of the industry sector on which the finances of ICANN and the ICANN community are based. Generic Top Level Domain Registries and Registrars occupy a unique position within the ICANN community in that they are directly contracted with ICANN. Moreover, ICANN's current funding model depends on the commercial success these domain name businesses. Session Format * Given the outreach and informative nature of the session, it is expected that it will be biased towards presentation of material. But, additional emphasis will be placed on question, answer and discussion. Further, organisers will be receptive to any other techniques to drive levels of interactivity. Thank you Jonathan. We need to get this onto the official proposal form (see Tanzanica's message below). Any other contributions to this suggestion or others please send to Jonathan. I will then forward the proposal/s where there is agreement from the rest of the community. But they are urgent at this stage.. due before the ICANN69 production meeting on Thursday. Consumer Protection Post EPDP
In this session, we’ll explore how things have changed since ICANN’s implementation of the Temporary Specification to comply with the GDPR.
Recommendation Trepidation
The community is now looking at literally hundreds of recommendations that have been made by various WGs and RTs. What does that landscape look like and how do we resolve conflicts and prioritize the rest? We’ll have representatives from the board, ATRT3 and some of the WGs and RTs that made these recommendations to begin to look at the state of “reform” inside ICANN, post the recommendations of ATRT3
Helpful?
