Hi The feedback I have had from APRALO on objections to the new GTLDs is the following: 1) After your review of the new gTLD application for the “.HEALTH” string by the applicant “DotHealth, LLC", the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/t4xwAg , the APRALO supports: YES, support the filing of the objection statement by the ALAC against applicant "DotHealth, LLC" for the ".HEALTH" string 2) After your review of the new gTLD application for the “.HEALTH” string by the applicant “Goose Fest, LLC", the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/v4xwAg , the APRALO YES, support the filing of the objection statement by the ALAC against applicant "“Goose Fest, LLC" for the ".HEALTH" string 3) After your review of the new gTLD application for the “.HEALTH” string by the applicant “dot Health Limited", the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/xYxwAg , the APRALO YES, support the filing of the objection statement by the ALAC against applicant "dot Health Limited" for the ".HEALTH" string 4) After your review of the new gTLD application for the “.HEALTH” string by the applicant “Afilias Limited", the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/y4xwAg , the APRALO YES, support the filing of the objection statement by the ALAC against applicant "Afilias Limited" for the ".HEALTH" string OR 5) After your review of the new gTLD application for the “.健康” string by the applicant “Stable Tone Limited”, the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/0YxwAg , the APRALO YES, supports the filing of the objection statement by the ALAC against applicant "Stable Tone Limited" for the ".健康" string - but only if the company voluntarily submits Public Interest Commitment (PIC) specifications to ICANN for inclusion in its new gTLD registry agreement that display an intent to be socially responsible and carry them out to address the weaknesses in its application with regard to consumer protection (i.e., clear guidelines for assessing potential harm to consumers and consumer health and the appropriate measures for addressing that harm including consultations with relevant experts/authorities). In the event that such PIC is not forthcoming from Stable Tone, APRALO will overturn its support for “.健康” at the ALAC level when it is time for the ALAC to make a decision. Holly Raiche Chair APRALO
Dear Holly, Can you review and clarify APRALO's answer to question 5 re: the support/non support/or abstain against the objection statement against Stable Tone Limited? Dear Dev The concern expressed to me was that the Chinese application does not necessarily mean words such as 'health" Quoting Edmon:
It seems that he is quite right in pointing out that the direction for ".健康" which is much more towards "wellness" and marked as "healthy" in their application, is quite distinct from WHO (World Health Organization)'s objection against the other ASCII ".health" applications.
What Rinalia pointed out to Edmon was that Chinese literate individuals in Asia would read "jiankang" and may interpret the characters to mean "health" or "healthy". In this sense, the string has the potential to confuse, irrespective of the applicant's intention to steer its TLD focus on lifestyle. So based on that and some other comments, the worry was the possibility of confusion over the title. The comments I proposed were to say that if the applicant can commit to measures that will address the potential confusion, (and the possible mechanism would be PICS - recognising the current weakness in enforceability) then we would not object. If that isn't possible, then the comments I received would be to vote to abstain Holly On 07/03/2013, at 5:38 AM, Dev Anand Teelucksingh wrote:

Dev I just realised that, for number 5, I voted yes. (the dangers of doing something late at night). It should have been no - no objection - but on the conditions suggested. The email I just send explains why - that we first need assurance about the confusion caused by the application. If that confusion can be addressed by the applicant, we would vote no. If that issue cannot be addressed we would abstain. My apologies Holly On 07/03/2013, at 5:38 AM, Dev Anand Teelucksingh wrote:

Cheryl, You read me correctly. My RALO vote on the fifth case of Stable Tone Limited was: NO, do not support the filing of objection, but with caveat as indicated. Holly (to her credit) waited for RALO input till the last possible moment on this issue, which was deep into the night her time, and I can imagine that she was very tired when she submitted the APRALO vote. Holly, I believe the majority of vote feedback at the RALO level on Stable Tone Limited was "No, do not support filing of objection." The feedback I have had from APRALO on objections to the new GTLDs is the following:
1) After your review of the new gTLD application for the “.HEALTH” string by the applicant “DotHealth, LLC", the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/t4xwAg , the APRALO supports:
YES, support the filing of the objection statement by the ALAC against applicant "DotHealth, LLC" for the ".HEALTH" string
2) After your review of the new gTLD application for the “.HEALTH” string by the applicant “Goose Fest, LLC", the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/v4xwAg , the APRALO
YES, support the filing of the objection statement by the ALAC against applicant "“Goose Fest, LLC" for the ".HEALTH" string
3) After your review of the new gTLD application for the “.HEALTH” string by the applicant “dot Health Limited", the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/xYxwAg , the APRALO
YES, support the filing of the objection statement by the ALAC against applicant "dot Health Limited" for the ".HEALTH" string
4) After your review of the new gTLD application for the “.HEALTH” string by the applicant “Afilias Limited", the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/y4xwAg , the APRALO
YES, support the filing of the objection statement by the ALAC against applicant "Afilias Limited" for the ".HEALTH" string OR
5) After your review of the new gTLD application for the “.健康” string by the applicant “Stable Tone Limited”, the objection statement on community grounds and related comments by the At-Large community and the applicant at https://community.icann.org/x/0YxwAg , the APRALO
YES, supports the filing of the objection statement by the ALAC against applicant "Stable Tone Limited" for the ".健康" string - but only if
the company voluntarily submits Public Interest Commitment (PIC) specifications to ICANN for inclusion in its new gTLD registry agreement that display an intent to be socially responsible and carry them out to address the weaknesses in its application with regard to consumer protection (i.e., clear guidelines for assessing potential harm to consumers and consumer health and the appropriate measures for addressing that harm including consultations with relevant experts/authorities).
In the event that such PIC is not forthcoming from Stable Tone, APRALO will overturn its support for “.健康” at the ALAC level when it is time for the ALAC to make a decision.
