During that meeting, we informed you of the proposal by both the Latin American and Caribbean Regional At-Large Organization (LACRALO) and the European Regional At-Large Organization (EURALO) to pool their FY12 project resource allocations, along with that of the African Regional At-Large Organization (AFRALO), to enable AFRALO to hold a General Assembly (GA) in Dakar. We are now formally making this proposal to you via the attached proposal. The proposal was initially drafted in Spanish by Sergio Salinas Porto, an ALAC member from LACRALO. Sergio included input from all five At-Large regions, after the topic was discussed during a recent Regional Secretariats Meeting. The draft was next translated into English by ICANN’s Language Services Department, and both the Spanish and English pages were posted on a dedicated Confluence wiki page (https://community.icann.org/x/XYQKAQ). Finally, the proposal was reviewed and commented on by all five Regional At-Large Organizations (RALOs), and its principles were approved. I would like to applaud the RALOs for the solidarity and foresight demonstrated by this proposal. At-Large believes that all ICANN communities need to begin looking beyond their own immediate needs and circumstances, and the enclosed proposal exemplifies exactly this type of consensus-based leadership.
