Draft Answers to Sept. 19 GNSO questions.
Attached is a draft of the reply to the Sept. 19 questions on GNSO restructuring. The are based on my thoughts sent out the same day. Sebastian was the only person to comment, and the present document incorporates most of his comments. The official deadline is TOMORROW, Friday, Sept 26. Any comments should be made quickly. Alan
This is probably more an observation than something that would pertain to the document, but, you wrote: "I note that most ALSs existed before they joined At-Large - they have lives and interests of their own which may or may not coincide with multiple ICANN outreach directions. Once can easily imagine a community-owned wireless network becoming an ALS and a member of the ISP or Registrar Constituencies." I would be cautious about Beau's and commend Alan's; yes, an ALS can have multiple interests and still fit into the At-large agenda. I give you The University of the West Indies, as a "fer instance". The entire university is an At-Large structure. And by virtue of our business, the UWI represents the single largest block of Internet users - our students - in the Caribbean region; just over 55K and growing. The Mona campus of the UWI was the first organized ISP in Jamaica and the English-speaking Caribbean; albeit a narrowly-focused one since we provision service to our students and faculty only. The .jm ccTLD is administered at the Mona Campus, where we also provide registration services. In ICANN councils I represent a specific interest - the users - while a colleague - represent our ccTLD interests.
