Dear Holly, I too am not only sad, but already stressed about the whole ICANN week - because I realise that there are likely to be many clashes in the week - all brought forward because we're cramming a week's full of work in 4 days. We're going to be divided all across the sessions. We are probably going to have to discuss this and make plans at the end of the day on the Sunday Working Session to make sure we have the right people at the right place. Hi all, My only sadness, is watching ALAC will once again waste its precious volunteer resources on this UTTER SHAM of an exercise in uselessness. ICANN's objectives are fairly straightforward. This ASININE periodic ritual of a strategic plan is simply a cruel reminder of how little ICANN has actually followed any of its *previous* strategic plans. This is nothing less than a deliberate diversion of resources intended to keep the volunteer community un-focused and off-guard. It produces reams of well-meaning promises that have absolutely no relation to the core of what ICANN is actually entrusted to do -- manage critical Internet resources and protect the public interest. It is a public relations exercise with zero relationship to the ICANN reality, and ALAC's continued participation in it simply offers the process credibility it has no rights to. I think there have now been three strategic plans during my relatively brief tenure here. The first two did NOTHING to advance (At-Large's PoV of) the public interest. Oh wow, the new one claims to start from scratch and features some outside consultants. So it MUST be better. Meanwhile, Garth has discovered a trove of new information about massive breaches of public trust by ICANN -- breaches that were never envisioned by all the previous strategic plans, yet happen anyway. THIS is what matters to our community, not fullsome words that will be heeded or ignored by Board and staff at their whim just as they always have been. Not only will I gladly miss this complete waste of time, but I consider the ALAC's participation in this top-down circus of manipulation to be a source of shame. Dear Evan, I think that you are being somehow harsh on ICANN's Strategic planning cycle. Whilst I agree that past cycles do not appear to been as successful as they were promoted to be, I do not believe that this is a public relations exercise. I am not saying that the new Strategic Planning Cycle is going to be any better or worse than the previous ones, but I do note that for the first time there's an actual putting the past into question whilst in previous years, it was pretty much "carry on as last year". Furthermore, the At-Large Community has to think about its active engagement. I am surprised that on several occasions already we have been unable to deliver a reply when asked questions on how we can improve things. I hear complaints from our community when something happens that we are not consulted about. I now hear a complaint from you where we are invited to take part in a key planning cycle for ICANN at a very early stage. This is our opportunity! Personally, I refuse to take cynicism as the attitude we need to take. If we are that cynical about all of ICANN, then we might as well cancel our trips to Durban and stay home to do something more productive. I would advise against this because our voice *is* being listened to and we are asked to sit at the table - and in some cases, to lead the work at the table. Are there still some deep problems in ICANN? Hell yes, and that's why I am going to go to Durban, to help set things right. Hi Olivier, It's not a purely matter of cynicism. If it was, you are right that we should not bother. But that is not the issue. The issue is that we have repeatedly pointed out the massive public trust problems in ICANN, and the substantial steps it needs to take in fixing those problems. In response, it ignores our advice and instead invites us to participate in something else completely -- something that ICANN has used in the past as PR exercise that has not advanced our issues at all. We ask for A. They say "no, but can you help with B". Our response should be, "sure, but please address A first, without which B is pointless". (Especially since we know from history that previous instances of B have indeed been pointless, and a new coat of consultant-applied paint on the next iteration will not make it better.) Why must we salivate every time ICANN rings its Pavlovian bell? So long as we do, so long as we are this easily distracted, our own critical issues can (and continue to) be easily bypassed. Attached is information on the Durban session on *"Creating a New ICANN 5-Year Strategic Plan," scheduled for Monday, 15 July from 10:30 - 12:00* *in Hall 6*. We look forward to seeing you there and would appreciate you sharing this note broadly.
This special community event will follow the ICANN President's Opening Session to help build ICANN's new, overarching vision and five-year strategic plan. Xplane, professional facilitators who have worked with the ICANN Board, staff and some community groups, will help us run a cross-constituency brainstorming and discussion session to yield focused input for ICANN's new strategic plan. This session also is intended to help prompt more strategic conversations throughout the community during our week in Durban and beyond.
Building on previous discussions about how to help prepare ICANN for an increasingly complex world, this session will solicit input on eight key areas of consideration for the new strategic plan:
* Role clarity for ICANN * ICANN Community * Users * Internationalization & Regional Development * Internet Governance * Security and stability * Operational Excellence * Domain Name Industry Engagement.

One specific thing sticks in my mind, with which I must take issue.
Furthermore, the At-Large Community has to think about its active engagement. I am surprised that on several occasions already we have been unable to deliver a reply when asked questions on how we can improve things. I hear complaints from our community when something happens that we are not consulted about. I now hear a complaint from you where we are invited to take part in a key planning cycle for ICANN at a very early stage. This is our opportunity!
I strongly disagree. We have NEVER EVER been unable to answer core questions about how ICANN can fix things. The recentl letter by myself and other At-Large leaders to the ATRT2, of which you are well aware, is just the latest example of that. As you know, I have had a hand in the development of some of the numerous statements and advice that ALAC produces. Staff keeps meticulous track of how much we produce. So volume of participation is not the issue (though it would certainly help if the load was shared by more ALAC members...) The issue is that, our answers are ignored, and instead we are asked a pile of new questions, rephrased so that the answers never demand real change. The solicitation for the new SP cycle is just the latest such new question. It is not a new opportunity; it is a distraction from what is important to us. May I remind -- once again -- that the ICANN bylaws enable the ALAC to offer input at any time, about any issue. We are empowered to create our own opportunities, yet we constantly squander that mandate by agreeing to the agenda set by others -- an agenda demonstrably hostile to our issues and concerns. - Evan
