In September 2019, the Board published a discussion paper on a proposed GPI framework, which marked the beginning of a longer process to develop a framework as a toolkit for the ICANN community to consider the global public interest. A community consultation was held from September to November 2019 to gather feedback from the community, and the framework was revised accordingly. At this moment, considering all input received, the Board will start piloting the framework and toolkit to apply to upcoming Board decisions. Thanks Justine. I fully support CPWG/ALAC paying more attention to the Global Public Interest within ICANN. I note that ALAC did have a WG on the Global Public Interest, but it has been dormant for some time now. In my opinion, this is an important issue for At-Large, not just for the short-term (considering the ongoing PIR controversy), but also for the long haul. The ICANN Board’s proposed Global Public Interest (GPI) framework has been revised to reflect feedback received during the community consultation process. The ICANN Board initially identified GPI as one of its 2019 operational priorities and carried it over to 2020. In September 2019, the Board published a discussion paper on a proposed GPI framework, which marked the beginning of a longer process to develop a framework as a toolkit for the ICANN community to consider the global public interest. A community consultation was held from September to November 2019 to gather feedback from the community, and the framework was revised accordingly.
At this moment, considering all input received, the Board will start piloting the framework and toolkit to apply to upcoming Board decisions. Supporting Organizations and Advisory Committees that would like to explore the framework are encouraged to try it and document and share their experience – all on an entirely voluntary basis.

Dear Justine, thanks for your follow-up. My feeling, and it is just a feeling, is that there is a real interest in the At-Large Community to focus on the topic of the Public Interest. However, having looked for an alternative Chair for so many years, I feel that many think it is such a daunting task to push the boat forward in this topic, that nobody has stood up to volunteer to Chair it. I agree that this is a tough task due to the complexity of the topic itself and the outright strong political pushback experienced from other parts of the ICANN ecosystem. Even Ergys, a very dynamic star staff member, has faced difficulties to steer the ICANN wide workspace. You just have to see the political storm raised by the PIR sale to understand chairing a WG on the Public interest is not plain sailing in calm seas. But then - does anyone out there think they have the Drive to make this group successful, the political acumen to navigate a complex environment and the skin thick enough to take sharp criticism? But why does it need a new working group when we should be incorporating PICs into our comments from the CPWG along with the end-user perspective? Im not in favour of fragmenting our community back into separate working groups especially when it concerns such an important issue. We should not treat it as separate when PICs should permeate all the messages we convey to the rest of ICANN to emphasise its importance to our community. As has been said in earlier messages, in our community responses, we are starting to reflect responses that offer more focus on the end-user perspective and what is important to us. Our public comments usually dutifully respond to what is expected. I suggest that whenever possible we inject the unexpected and really include what is important to the At-Large community. Folks Part of me agrees. But first - PICs has a very specific meaning or at least had to date - clauses in an application for a new gTLD (voluntary or mandatory, depending on when/how they were made) The global public interest is much broader - going way beyond new gTLD applications. (sorry, it’s the pedantry in me) And OCL is right - we did have a WG on that broader issue, having stabs at defining what is in the public interest, what is or should be in ICANN’s remit. Some of the issues are about broader and deeper consultation, part of the issues are covered by our DNS abuse campaign, others are found in the SubPro discussion, others in the CCT recommendations, in all, concerns of the end users. And I agree with Maureen - instead of creating a new working group, everything we do should be against the concept of public interest. Holly

But why does it need a new working group when we should be incorporating PICs into our comments from the CPWG along with the end-user perspective? Im not in favour of fragmenting our community back into separate working groups especially when it concerns such an important issue. We should not treat it as separate when PICs should permeate all the messages we convey to the rest of ICANN to emphasise its importance to our community.
As has been said in earlier messages, in our community responses, we are starting to reflect responses that offer more focus on the end-user perspective and what is important to us. Our public comments usually dutifully respond to what is expected. I suggest that whenever possible we inject the unexpected and really include what is important to the At-Large community. PICs are right up there.
I feel an ICANN68 session evolving here for something radical. 😉

In my opinion, this is an important issue for At-Large, not just for the short-term (considering the ongoing PIR controversy), but also for the long haul.
