Here is a brief report for you to read, previous to our ALAC monthly call. ccNSO meeting #208 was held on August 22nd., 2024. **You can find the complete AGENDA<https://community.icann.org/display/atlarge/ALAC+Liaison+to+the+ccNSO+Report...> and draft NOTES<https://community.icann.org/display/atlarge/ALAC+Liaison+to+the+ccNSO+Report...> and Working Groups and Committees WRITTEN UPDATES<https://community.icann.org/display/atlarge/ALAC+Liaison+to+the+ccNSO+Report...> here, and also on our WIKI SPACE<https://community.icann.org/display/atlarge/ALAC+Liaison+to+the+ccNSO+Report...> I will summarize some of the key topics: Adoption letter on deferral 3rd CSC Effectiveness Review Letter<https://community.icann.org/pages/viewpage.action?pageId=320405765&preview=%...> to send to Tripti and Sally on the deferral of the 3rd CSC effectiveness review. Arguments to defer the review are: The 2nd review closed in March 2023 and the ccNSO and GNSO Councils adopted the final report on April 23rd.. The Board was first informed about the outcome, including the recommended change to Bylaws to extend the period between reviews from every 3 years, starting in October, to 5 years after conclusion of the previous review. As a result of this short time between reviews, the recommendations from previous review will most likely not be implemented, and finally, that review is again overlapping with the IANA Function review, which is for a small part also looking at the CSC/PTI relation, and also overlaps in resources. Update and next steps re requests for clarification and confirmation Board Caucus ccPDP review mechanism The Board Caucus that oversees the assessment of the feasibility of implementation of the Review Mechanism policy asked the ccNSO in April 2024, to provide clarifications and/or confirmation about the policy. At the time ccNSO decided that a group of Councillors and members of the ccPDP3 WG would prepare a response to the questions, without changing the recommended policy and the Council would need to sign off on the responses. It was raised more than once whether the process the Board is using, is within the boundaries of section 15a of the Annex B of the Bylaws: a. The Board shall meet to discuss the ccNSO Recommendation as soon as feasible after receipt of the Board Report from the Issue Manager, taking into account procedures for Board consideration. The document with responses will be uploaded to our wikispace shortly. WSIS+20 exchange of letters: what’s next? Activities to date: An informal call with Sally and the drafting team was held on July 16th., Then another call with Elena Plexida and the drafting team on August 9th. The ccNSO plenary topic was not selected. ALAC’s topic was selected. Follow-up Discussion on ICANN’s “How we meet” initiative August 19th. - Informal call for brainstorming * How to make work more efficient: o Less redundant/repetitive. People feeling not heard vs. Not getting what they want. o Use project management techniques (time bound) o Best is enemy of the very good (good enough) o Do we need the space of ICANN offices? (something for the new CEO to finish) * Regarding meetings: * Improve travel flight costs (new partner ongoing). Timing (faster = cheaper) * Some suggestions on how to improve meetings costs: * Fixed locations * SO/AC Chairs & vice-chairs got a high-level summary of ICANN meeting costs. More information was requested. * Costs as detailed as possible * Include inter ICANN meeting in-person activities ICANN81 The draft ccNSO Block Schedule<https://community.icann.org/pages/viewpage.action?pageId=320405765&preview=%...> has been shared. Plenary session: Confirmed for Wednesday, block 2 Working Title: Shifting Paradigms: Multistakeholderism, Geopolitics, International Law, and New Internet Infrastructures (ALAC’s proposal) DASC survey (DNS Abuse) A new survey was launched for all ccTLDs: https://ccnso.icann.org/en/announcements/announcement-09aug24-en.htm [ccnso.icann.org]<https://urldefense.com/v3/__https:/ccnso.icann.org/en/announcements/announce...> It will be very useful for the role of DASC in future, and to inform the broader community with respect to what ccTLDs are doing to DNS abuse. The results will be presented during ICANN81. PGA WG (Policy Gap Analysis) Today after ALAC’s call, the first meeting will take place.
