Prior to submission of the Final Report, the Working Group held a consensus call on the recommendations, implementation guidance, and other outputs in the Final Report, which are organized under 40+ topic areas. In summary, all but one of the topics received a designation of either Full Consensus or Consensus. More specifically, 25 topics received Full Consensus, 16 received Consensus and one (Topic 35: Auctions: Mechanisms of Last Resort / Private Resolution of Contention Sets) received a designation of Strong Support but Significant Opposition. Within each of the topics that received either Consensus or Strong Support but Significant Opposition, outputs within the topic that achieved Full Consensus or Consensus are specified. See Annex C of the Final Report for additional information about the consensus designations. In its message to the GNSO Council <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...> accompanying the Final Report, the Working Group Co-Chairs highlighted and commented on four topic areas that may require additional consideration following the PDP: - Mitigating DNS Abuse - Closed Generics - Public Interest Commitments / Registry Voluntary Commitments - Mechanisms of Last Resort / Private Resolution of Contention Sets These topics were also raised in the 21 January briefing to Council and will be covered in the upcoming webinar. NEXT STEPS The GNSO Council will vote on the Final Report and the recommendations, implementation guidance, and other outputs contained in the Final Report. If adopted by the GNSO Council, the outputs will be submitted to the ICANN Board for its consideration. WHAT IS THIS ABOUT? In June 2014, the GNSO Council established a Discussion Group that was intended to evaluate the experiences of the 2012 round gTLD Program and to identify possible areas for future GNSO policy development. The Discussion Group’s <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...> deliverables <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...> served as the basis for the GNSO Council request for a Preliminary Issue Report in June of 2015. Following the publication of the <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_Xks0ZisOMUhvwERIUQGKSG7CMZ_LWGs8FoAQxX4e4IEB_UyqBxGOt2mf0zNgs9R6qVH9mtzWgf7c21RPkU_r_hAk0OmzUxuIZeAXAAB29hORKUyNl4UFc3-cCntq1sxaxW10_4g3w6Rou4OL2Pt842rayqtMiJ02F9TaanTmrap7KpTztXQpjw1N8uYp82pJVUyjzfyfQ==&c=a5QPQoWokYgkIIq_ag8EHAT3yDkwdDOCU2bmKTvbtldGHkHiy1dPOQ==&ch=Cm3GUntJpnHQfBwAQL0ALm4Osj4BnAC2554WmMX1GDW_KOD2Oycl3Q==>Final Issue Report <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...>, the GNSO Council adopted the <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...> charter <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...> for the PDP Working Group, which began its work in February 2016. The Working Group conducted initial deliberations topics in its charter using five separate Work Tracks. Following publication of the Working Group’s Initial Report <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...>, Supplemental Initial Report <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...>, and the Final Report produced by Work Track 5 <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...>, the Working Group worked at the plenary level to review public comments received on the Initial Report and Supplemental Initial Report, refine its outputs and publish a draft Final Report <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...> for public comment. Following review of comments on the draft Final Report and finalization of outputs, the Working Group submitted its Final Report <http://r20.rs6.net/tn.jsp?f=001AzUIJ67TIlKLRE2U_q2tTytfd1wZQvrZ2eo9Tr2d3Nit_...> to the GNSO Council. WHY IS THIS IMPORTANT? The New gTLD Subsequent Procedures PDP Working Group has produced a series of recommendations regarding future application processes for new gTLDs. The recommendations have been sent to the GNSO Council, and if approved, they will be considered by the ICANN Board. The completion of the PDP is an important milestone towards the implementation of the next round of new gTLDs. I'm not going to download the report from the newsletter, its link contains trackers that my ad blocker deems harmful. (Ie, advertising tracking and not just analytics) Is there a better place to get it? And why does the newsletter contain such trackers? Then again, I may not find anything of interest in the full report. Just by looking at the newsletter summary I note that the two areas of greatest concern to At-Large, and certainly to me -- DNS Abuse and PICs -- are being punted for further discussion, most other things appear to get consensus. Plus ça change, plus c'est la même chose. Is there anything in the new report about community applications and a fixed applicant support program? If not the report would contain nothing I (or the interests of end-users) would find useful. By the time a next round of gTLDs comes out, will anyone beyond domain speculators and the ICANN bubble even care about them? Evan Leibovitch, Toronto Canada @evanleibovitch / @el56
