Surely and most particularly when a potential candidate is an incumbent, the criteria need to be the demonstrable effectiveness of performing the role someone seeks to fill, not anything external to ICANN, such as an employment status. We have all seen imminently qualified and experienced candidates for roles in ICANN, from Board Members to RALO Leads, fail to perform as desired or expected to... SO let's support others and discuss rationales, but let's not assume that because someone is <insert job title/does something outside of the requirements of the role they seek to fill> as too influential ... It should not be....
When we conduct a 'Meet The Candidates' for these positions ...certainly they can describe why their CV and experience or skill sets have influence, but it is whether they can commit to doing an outstanding job on the ALAC that needs to be the acid test, in my very biased view... And for an incumbent, that means they have the opportunity to demonstrate what they have already achieved in the role they already hold... often an advantage.
