i am also highly disenchanted by this act done by Mili. After this She actually dont justify to be on this position and must step down herself before NCUC decide. We can not defend peoples like her or protect them after such unscrupulous incidences

First, I too am very disappointed by Mili.  In the first instance, we need to be VERY clear about what is required and very clear about what constitutes conflict of interest.

This is an excellent analysis Shreedeep and it goes beyond this particular instance.
 
One of the At-Large review activities we still have to work on is a review of the criteria and expectations of ALSes and Individual members... and one of these is job descriptions.  We do not have JDs for some of the jobs we advertise for so it makes it difficult for people to apply without knowing what they are applying for.
 
Individual members is a fairly new category and our review of individual members (as well as ALSes) themselves is going to be quite comprehensive. Therefore the leadership JDs will also be more detailed and more specific. At the moment the only formal role that this person currently has, is to vote on behalf of the other individual members should the RALO ever hold a vote on something. But the JD also needs to take into consideration other leadership roles within the RALO. 
 
These matters will be discussed when the Working Group is established shortly. And thank you for adding to this conversation.

3. Our mentoring or information dessimination is not working properly
4. The message that the community  is about enagement and work not about leadership position needs to be clear

However, I think that if you were to look within At-Large you will find that we have people who have their feet in one or two other sections of the ICANN community. We are trying to break down the silos and trying to work together a lot more so that we can further our understanding about the different interests that each community section serves. 
 
Mili is new to our system but eager to learn more about ICANN. NCUC offers an opportunity for a voice for the Asia Pacific region and I admire that she has opted for a leadership role that will heighten the views of the Asia Pacific in a section where that view is lacking but also a section that At-Large has been working with for some time to build better relations and understandings. What Mili has also done is to enable another At-Large member to join the leadership ranks. Welcome to Hanan Khatib.
 
Just as others who work with other sections of iCANN because it is their day job, yet continue to join the At-Large CPWG and bring the perspective of their other community to our conversations, I am sure that Mili too will be able to bring a NCUC view to our discussions and vice versa  We must celebrate her decision which I know she feels will give the better value for At-Large.

Dear all,
  I am deeply humbled and extremely grateful that you chose me to be the voice of APRALO individual members. But I have to say this with a heavy heart that I will not be able to continue with this role as I am elected as NCUC EC for APAC. As a relative newcomer to ICANN, I was not aware of the conflict in interest both these positions lead to (as one cannot hold leadership position in an different ICANN constituencies simultanoeusly). I apologise for not keeping up with the trust you all have vested in me. 
 
But I hope you understand my reasons for doing so:
 
1. NCUC and At Large are like cousins in the ICANN ecosystem. For those of you who may not know, NCUC too protects and voices the issues of the end users, registrants (who are majorly internet end users too. But while our TG groups are aligned, both operate at different levels in the ICANN ecosystem and policy development process. NCUC has very few representatives from the Asia Pacific 
region (let alone leaders)and  while I would like to retain your membership of APRALO and At-Large I also believe that increasing the Asia Pacific voice within NCUC is very important at this time, even while being pulled by my loyalty to At-Large.

2. Also as a continuing individual member of APRALO (which is still allowed) I believe could encourage the continued relationship building between At-Large and the Non-Commercial Stakeholder Group (NCSG) and would support and be actively engaged in the joint activities that have already been established between At-Large and NCUC and NPOC. APRALO and At Large may also benefit from a staunch At-Large supporter in NCUC, thus reinstate the voice of end users and particularly from APAC.

3. While my engagement and support for APRALO will in no way reduce, if anything, it will only enhance my understanding of policy development and open yet another avenue for us to support out regions issues. This dilemma and my decision to withdraw from my first and recently elected position and to move on and become the best representative for APRALO on the Executive Committee at Non-Commercial Users Constituency (NCUC) was not an easy one.
 
4. Wrt the leadership position, the NCUC EC in APAC definitely needs someone more committed to the region (especially when there are no other takers and the seat would remain vacant which would mean no APAC leader there) and I think my time and experience can be of great benefit for the same. But at the same time I feel guilty of letting down the trustof individual APRALO members vested in me in the recent elections.
 
I hope you will understand my disposition and support my decision. I am sincerely apologetic about giving up the APRALO Individual member rep role (after winning with a big majority) and all the inconvenience caused to APRALO leaders, staff and members
