Your lecture at the wee hours of your local time was very interesting.

The framework has been documented and it does not matter to my mind if it is in - use of not. However, I gather that in the US, a gesture is deemed an act. I think of
"soft" status of many docketed works in ICANN from this standpoint.

My very first brush with the "Public Interest" was in the context of "Public Interest Litigation" in India.

Public interest litigation [PIL] is a legal action brought in court to address matters of public or general interest, such as human rights, environmental issues, or social injustice, even if the petitioner is not directly harmed. It allows individuals or groups to file a case on behalf of a larger group or the public to seek justice, particularly for those who cannot represent themselves.

I tried to read the ICANN Global Public Interest Framework (GPIF) in a limited time. Your talk has been of great help.

For ICANN, the "global public interest" [GPI] is defined within its specific mission and primarily concerns the stability, security, and accessibility of the Internet. This includes a good measure of "technical component", I suppose.

If and when the GPIF is used, "global commons" is the crux and in the "Software Defined" contexts, it is not at all easy to indict any entity.
