As I mentioned in my earlier mail - Please READ the ROP Carefully and all clauses. The answer lies there :)

  Clause 30.2.4 states "Where possible and practical and wherever electronic voting methods are used, the method of voting will be 'Instant Run-Off Voting

If you check online  what instant run off is - It is a ranked – choice voting system where voters rank candidates in order of preference (1st choice, end choice, third, etc)SEE : https://en.wikipedia.org/wiki/Instant-runoff_voting [en.wikipedia.org]

 

Hope this clarifies your question on why ranking. The  staff take the elections very seriously and conduct it as per the ROP.

On another note I also wish to express my concern. The voting ballots are sent confidentially to the Primary ALS or UIMs. While who to vote can be decided by the ALS as a whole, the norm is that the ballots  are not to be shared.  As per staff, the Primary for ISOC Bangladesh is Shah therefore it would be more appropriate for the  Primary of your ALS who has access to the ballot to raise any concern that the ALS has.

As per APRALO ROI, There is nothing motioned about Voting Ranking in Ballot in  Section 30.2;
In Section 30.2.7 specified that " For a Consensus decision to be considered valid the meeting must be quorate and APRALO Members must have been present in person, telephonically, or by other means explicitly approved by the APRALO"

 

Based on the above sections, if the APRALO leadership team decided to make Voting Raking in Ballot then there should be consensus document or meeting minutes (at least). So can you share with us the relevant consensus document in this regard.

 Aside, If one position is open (  APRALO or ALAC  ) then we're supposed to select one out of three and in case someone doesn't like to choose anyone out of three in that case should have the option to abstain.
