Dear All, As a member of the ALS Mobilization WP, All the points I had I raised during our deliberations at the WP. An issue on the suggested bylaws change that was raised during the included at-large community meeting is being handled and it might be discussed during yesterday's 2:00UTC ALAC meeting that I couldn't attend. Dear All, I attended the Webinar #2 indicated in the trace of this mail. It has been my pleasure listening to Dr. Alan Greenberg and I must thank him and the ALS Mobilization WG for the efforts and so many meetings. However, the following concerns need to be addressed. We wish that there are many thriving online communities all over the world. ALS of ICANN is one such. They begin with a small handful of members, see a sudden rise in active members as word spreads, before plateauing in the maturity phase. Many have a "Big Launch" and then nothing happens. A good number of them are non - starters. Please see the attachment I located from the ICANN Wiki.. Also attached is an APRALO ALS Survey conducted in February 2018 located on the ICANN WIki. Wow, Gopal, it is interesting what you can find on the wiki if you have a mind to look. The APRALO survey was set up after we had just completed our first ten years as a RALO <http://online.fliphtml5.com/rvce/fzjj/#p=1> and the leadership team decided to do an internal review of what we had achieved with regards to attracting active participants from the ALSes in our region. APRALO has always prided itself on being a very together RALO and we have some very active ALSes, but we also have some not very active ones, and unlike other RALOs we do not do a regular cull to remove those who have no contact with us after they join or to find out what the problem is and whether they still want to retain their membership. As Alan has said, being active, does not necessarily mean that they have to provide members to participate in our working groups, etc, but they should at least be interested in what ICANN is doing, what At-Large is doing, and come to our APRALO meetings, and then go back and talk about our happenings within their community group/s. But there are some ALSes who have never attended even an online APRALO meeting so we need to look into those. Even attending an ICANN meeting wasn't a drawcard for some of our ALSes because as you will note, only 65% of our RALOs attended our General Assembly in Abu Dhabi in 2017, which was an amazing event and ICANN budgeted to bring a rep from each ALS to the event... so we have to ask why some ALSes werent interested enough to come along. But to be honest, I'm not sure that we even followed up on those who didnt send a rep to find out why not. Dear Dr. Maureen Hilyard, It is very difficult to come up with a single method to find out the ground reality with the ALSs. I am sure Dr. Satish Babu would remember our efforts in making the Computer Society of India [CSI] an ALS during 2012. I was serving as Chairman, CSI Division II [Software]. Organizing the Alan Turing Year [2012] and Norbert Wiener India events through this Division of CSI got some help through this association with ICANN. Dr. Satish Babu is better on documenting further on "CSI as an ALS of ICANN" . Can we get a one - page from each ALS from them? Thank you Dr. Gopal for a very interesting discussion on activating APRALO ALSes. It would be good to repeat what you and Satish has done at the Computer Society of India to update the current status of APRALO membership. Satish mentioned at ICANN 68 during the AT-Large leadership session that he is intending to work with staff to update the current status of APAC Discus mailing list and APRALO membership. The APRALO survey was set up after we had just completed our first ten years as a RALO <http://online.fliphtml5.com/rvce/fzjj/#p=1> and the leadership team decided to do an internal review of what we had achieved with regards to attracting active participants from the ALSes in our region.
APRALO has always prided itself on being a very together RALO and we have some very active ALSes, but we also have some not very active ones, and unlike other RALOs we do not do a regular cull to remove those who have no contact with us after they join or to find out what the problem is and whether they still want to retain their membership.
As Alan has said, being active, does not necessarily mean that they have to provide members to participate in our working groups, etc, but they should at least be interested in what ICANN is doing, what At-Large is doing, and come to our APRALO meetings, and then go back and talk about our happenings within their community group/s.
But there are some ALSes who have never attended even an online APRALO meeting so we need to look into those.
Even attending an ICANN meeting wasn't a drawcard for some of our ALSes because as you will note, only 65% of our RALOs attended our General Assembly in Abu Dhabi in 2017, which was an amazing event and ICANN budgeted to bring a rep from each ALS to the event... so we have to ask why some ALSes werent interested enough to come along. But to be honest, I'm not sure that we even followed up on those who didnt send a rep to find out why not. So we may have let ourselves down there. ;(
But the Mobilisation activity really didnt uncover much more than we in APRALO hadnt already asked ourselves before.

How does the proposal of ALS ensure that any "Incident Response" is localized and the connected society facilitates jurisprudence?
Observation : Any assertion in "Incident Response" can be automatically annulled with sheer passage of time, say 20 years. The concern is not about those who can manage this spell of time.
While Dr. Alan Greenberg mentioned in his presentation that there are not many major changes being mooted in this report of the WG, it is good to study the policy guidelines in the WG report along with the ground reality in APRALO as indicated in the attachments.
