Dear APRALO Members, As APRALO is now nearing the close of the nomination period for the APRALO 2013-15 Chair and Vice Chair positions, it is time to open the call for nominations for the APRALO ALAC 2013-15 position which will run from the end of the 2013 AGM to the end of the 2015 AGM. The position is currently held by Salanieta Tamanikaiwaimaro - Current term ends at the end of the 2013 ICANN AGM (ICANN 48th , November meeting 17th- 21st November). Please note that Objective 3.1.5 of the APRALO Operating Principles (updated 2009) states that APRALO is "to select two individuals as representatives of the Members of APRALO to ALAC;" these representatives each serve a 2 year term on the ALAC and are appointed in alternate years. To ensure a timely process of the selection and appointment of APRALO representative for the end 2013 - end 2015 term the following schedule is announced : APRALO Representative to the ALAC 2013-2015 Selection Schedule: May 2nd - At-Large Staff and APRALO's Chair announce selections and call for nominations. I would like to suggest that this selection process be deferred/delayed until after the RALO Chair and Vice Chair elections have been completed (ie, after July). The ALAC representatives will only assume their role / start their term in November. There is sufficient time to do the selection and to do it well. The overlapping process of RALO leadership election and the ALAC selection process may cause confusion within the community and I would advise pushing the timeline for the ALAC selection process to happen later in the year. Dear Rinalia, I acknowledge your concern but at the same time I must share that in 2010 APRALO was facing similar challenges when we had people changing roles or even leaving. The process was well managed even at that time. I do not think that we should undermine the handling of elections with the cooperation of Staff and the triggering of the ALAC membership process is also welcome, not just because my nomination stands but because I have managed a similar situation before where I had to temporary Chair meetings as well as work with APRALO and staff to take such things forward. Dear Fouad, While I appreciate precedent, I always focus on improvement. The selection of the ALAC representatives to my mind requires a certain level of awareness-raising and exchanges regarding the ALAC role in terms of performance expectations, required skill and knowledge sets, workload coping mehanisms, etc. All of this needs to happen prior to the nomination process so that interested individuals have a good understanding of what it takes. I would like to see for example, a webinar, where current APRALO representatives to the ALAC share their experiences and the challenges that they face while serving in the ALAC as well as their impressions of the range of policy issues that the ALAC has to address. The ALAC role requires adequate preparation. Otherwise there will be problems with coping and performing. On the point of transition where people shift roles mid-term. This can be de-stabilizing, but it is the reality of our existence. People move based on opprtunities and interest. Charles Mok vacated his role as RALO Chair mid-term to assume legislative office in Hong Kong and Holly Raiche moved up from Vice Chair to Chair (via a snap election process) and performed admirably. The processes allow for transitions and have mechanisms to deal with it. I still believe it is wise to defer the ALAC selection process this year. Charles Mok vacated his role as RALO Chair mid-term to assume legislative office in Hong Kong and Holly Raiche moved up from Vice Chair to Chair (via a snap election process) and performed admirably. The processes allow for transitions and have mechanisms to deal with it.
I still believe it is wise to defer the ALAC selection process this year.

I do not think that we should undermine the handling of elections with the cooperation of Staff and the triggering of the ALAC membership process is also welcome, not just because my nomination stands but because I have managed a similar situation before where I had to temporary Chair meetings as well as work with APRALO and staff to take such things forward.

Charles Mok vacated his role as RALO Chair mid-term to assume legislative office in Hong Kong and Holly Raiche moved up from Vice Chair to Chair (via a snap election process) and performed admirably. The processes allow for transitions and have mechanisms to deal with it.
I still believe it is wise to defer the ALAC selection process this year.

I acknowledge your concern but at the same time I must share that in 2010 APRALO was facing similar challenges when we had people changing roles or even leaving. The process was well managed even at that time. I do not think that we should undermine the handling of elections with the cooperation of Staff and the triggering of the ALAC membership process is also welcome, not just because my nomination stands but because I have managed a similar situation before where I had to temporary Chair meetings as well as work with APRALO and staff to take such things forward.

I *wholeheartedly disagree with you on this matter,* Rinalia and Emani ... Previously we were bound by operating principals to run these selection processes at the same time (i.e. before end of June each year) and that was for several Very Good Reasons not the least of which was an ability to have optimal transition of role between existing and replacement of our representatives on the ALAC (I'm sure you remember the lag between joining, getting up to speed and being optimally active in the ALAC from your NomCom appointment time) and noting that ICANN AGM meetings are often held in October rather than November as it incidentally is this year ; in the 2009 review of our rules this was relaxed to allow for less rigidity in the timeline for the selection and appointment of our ALAC reps each year. I note this call for selection of APRALO ALAC representation, only overlaps with the close of the RALO Officer roles nomination period by 24+ hrs, running the nominations for ALAC during the acceptance of nominations phase of the other has no disadvantage from my experience or opinion and ion fact allows for any candidate in both to make their own determination IF they should wish to only pursue one pathway perfectly well...
