Hi Maureen, Since, I'm an observer in this group, I couldn't provide my following comments, that is why I'm sharing them through this email. Best, Nadira *Issues# 1* *Good to add for section “ Proposed implementation steps” * *Staff to provide a documentation summary of all contributors (individual and/or ALAC members), once the comment period of certain policy is closed.* *Issues# 2* *I could see two fold of the “Outreach an Engagement”, the Outreach one and Engagement is the second. Handling the Outreach, RALOs with its community of active ALSes to take part of the outreach within the ALSes members and to their wider community. * *Then, awareness of at-large and ALAC work comes before any community members to start in policy engagements. Or create a shadow mentor to those who wanted to get directly into policy work. * *Creating a roster to collect experts from the community and ALSes along with their area of expertise. The roster will be a good database to reach out and encourage volunteers to contribute in policy work of their area of expertise.* *Issues# 3* *A targeted policy development program to at-large staff goes hand-in hand with at-large community development or capacity building program, it is good for peer learning. * *Review the job description of at-large staff to develop separate positions with clear organizational structure. * *Issues# 4* *Fitting ALT into the following At-Large structure,* *https://www.icann.org/sites/default/files/assets/alses-beginners-guide-02jun... <https://www.icann.org/sites/default/files/assets/alses-beginners-guide-02jun14-en.pdf>* *and re-considering the ALT leadership team to be different than the ALAC members. This will bring more leaders into ALT, ALAC, At-Large, RALO structure and reduce the work load and volunteer burnout of the current ALAC members. * *Issues# 5* *Coordination with I* organizations and cross community to conduct outreach and engagement activities is needed, with clear objectives and measurable * *deliverables** set in advance.* *There is also a need to do outreach and engagement within ICANN SOs/ACs, because not all of their members understand At-Large work. * *Issues# 6* *Although At-Large LT election process have evolved and enhanced, but there is still need to move beyond the pre-arranged nomination process of the same leadership team changing the roles, because it hinders the introduction of new emerging leaders. * *There cold to be a limit of the number of rounds that a Leadership member can assume a role in the LT. A one or two year gap for a returning leader after finishing their round limit could be set in order to give a chance for new leaders to emerge. * *Issues# 7* *If there is no tool that documents all the working groups and their members, it would be good to have one stop shop document of wiki page with such information. * *Issues# 8* *Social media in ICANN basically used to **disseminate updates, however, having it as a channel for engagement with followers need a dedicated skilled staff/volunteers, to attract the right followers, and post value added updates or news and engage with them to sustain their interest of the channel. * *Issues# 9* *From following ICANN communication specialists, unfortunately they are no social media specialists. There is a need to well-designed capacity building program for staff only on social media engagements. * *Issues# 10* *At-Large various communications tools are evolving and improving, but it is not about the different tools as much as how to activate the bottom-up community driven updates. Giving the voice of the at-large community and interacting with them that what makes the platforms/tool a success. * *Issues# 11* *Work on a tangible objectives to the approved GLOBAL ATLAS, that help recruit well engaged community members and potential newcomers who can volunteer to at-large policy work, this will give good justification to ATLAS meeting. Other than that, ATLAS will be like any conference or another talk show. * *Issues# 12* *Rethinking of the outreach programs in how to conducted it and how to increase its effectiveness. Trying different approach to reduce the cost and at the same time engage at-large community members. For example, preparing a toolkit to ALSes and provide them with travel support to attend regional or national events to do the outreach activities on behalf of the LT that brings more bottom-up and more engagements.* *Issues# 13* *The more ALSes are engaged in the outreach activities on the local level the more closer At-large gets to its objectives. * *Issues# 14* *Study at-large earlier budget to analyze how the same activities can be done more efficiently with less cost. * *Issues# 15* *“When opportunities have arisen where funds are available to bring a targeted group to an ICANN meeting with a good potential for future involvement, we have done so.” * *What was the success rate of those program? How many of those benefited from these programs continued to be engaged? A rubric is needed to be put in place to make sure those invited is worth the investment.* *Issues# 16* * “**Metrics will be developed for each activity in which At-Large participants are involved in order to measure the effectiveness of our processes as well as the actual involvement of active participants who assist the ALAC to carry out its work within ICANN. “* *Well said, and have to be carried forward to all RALOS and their ALSes.*
