IMO, this is a very important case being argued in the U.S. Supreme Court. The question is, say you buy a copyrighted article elsewhere, do you have the right to re-sell or otherwise dispose of it in the U.S. - or anywhere else for that matter - without let or hindrance? "John Wiley & Sons sued Supap Kirtsaeng for re-selling textbooks he bought in Thailand on the cheap. Wiley argues that by importing and selling the books without permission, Kirtsaeng violated copyright law—even though the books aren't pirated, they're simply cheap foreign editions." Depending on how it goes here, 'suitcase traders' could violate U.S. copyright laws. This may also have a bearing on digital artefacts purchased online. IGF Baku: The third meeting of the Dynamic Coalition on Core Internet Values

Hello, On the theme of Core Internet Values, the "Workshop on Fundamentals: Core Internet Values" was organized during the IGF 2009, Sharm El Sheikh, Egypt. Following this workshop, a Dynamic Coalition was formed, two meetings have happened so far, one at IGF Vilnius and another at the IGF Nairobi. Http://coreinternetvalues.org The third meeting of the Dynamic Coalition is scheduled for Day 3 of the Baku IGF, November 8, 2012, 4 30- 6 00 pm, at Conference Room 11, with the Internet Society President Lynn St.Amour as Chair. ALAC members, RALO Leaders, At Large participants and Staff participating at the IGF Baku are invited to participate. The theme of Core Internet Values is of interest to all of us. The set of tests to be performed are specified at a high level in section 5.2. A detailed set of requirements is included in the Request for Proposals. The pre-delegation testing system is expected to be ready to operate by the end of March 2013. Interested parties can send their responses to the Request for Proposals via email to <pre-delegation-testing-bid(a)icann.org<pre-delegation-testing-bid(a)icann.org?subject=Pre-registration%20for%20bidding%20process>>. The Pre-Delegation Testing deadline to submit a response to the Request for Proposals is *20 November 2012*. Questions regarding the RFP should be submitted via email to <pre-delegation-testing-bid(a)icann.org<pre-delegation-testing-bid(a)icann.org?subject=Pre-registration%20for%20bidding%20process>> no later than November 7, 2012. The purpose of the Pre-Delegation Testing is to verify that the applicant has met its commitment to establish registry operations in accordance with the technical and operational criteria described in the gTLD Applicant Guidebook. Each applicant will be required to complete Pre-Delegation Testing as a prerequisite to delegation into the root zone. The test elements cover both DNS server infrastructure and registry system operations (EPP/Whois). In many cases the applicant will perform the test elements as instructed and provide documentation of the results to ICANN to demonstrate satisfactory performance. At ICANN's discretion, aspects of the applicant's self-certification documentation can be audited either on-site at the services delivery point of the registry or elsewhere as determined by ICANN.

Dear All: FWIW, I will be in Baku; airfare + hotel is sponsored by LACNIC. Other incidental expenses are my own to bear. I will be a panelist on the Security, Openness and Privacy (SOP) main session organized by Theresa Swinehart of Verizon et. al. We had a preparatory teleconference call yesterday, Tuesday, 30th. Oct. I shall also be a panelist on a Feeder Workshop organised by ISOC-TT (Cintra Sooknanan, Dev Anand Teelucksingh and Tracy Hackshaw) and titled "Internet Governance and Sustainable Development: The Case for Small Islands Developing States. I am also doing duty as a moderator on the main IG4D workshop to which this feeder connects. LACNIC did not request I preview my remarks with them.
