To decide whether it is coincidence, it might be useful to know what sort of military and other activities were happening in each neighborhood at the time.  Just a thought.

Is the human rights issue - even conceding (but I disagree) that the human rights record in Oman is worse than in other countries where ICANN has happily held meetings before - something that came up just now and was not known at the time when the meeting was planned and scheduled?

My personal opinion is that ICANN’s decision has nothing to do with human rights but with the unstable situation in the Middle East.

Whether or not we do have a geopolitical or cultural bias, it is still to be discussed.I am only keeping a record of the ICANN meetings that have been moved from the original location. I have Kenya, Morocco and Oman. Coincidence?
