I'm hereby respectfully submitting to the Board, in my capacity as the Chair of the ALAC IDN working group, the ALAC's Report in the form of A Statement for the ICANN Board Request for Responses on IDN ccTLDs. The Report is at https://st.icann.org/alac/index.cgi?alac_statement_for_the_icann_board_request_for_responses. This document has been approved by ALAC on October 30, 2007. It contains all our comments and recommendations on the principles, policies and implementation of IDN ccTLDs, covering both fast-track approach and an overall proposal.
