Is DoT/DoH a good thing? The answer is definitively "it depends" - see Vittorio Bertola's presentation The DoH Dilemma from the 2019 DNS Symposium. While it boosts security and privacy locally, it may also put even more data in the hands of what Jay Sulzberger refers to as "the englobulators". It's potential to defeat state censorship and surveillance makes it a particularly sensitive issue in the Middle East.
