Exactly. Note that not all OFAC country sanctions would prohibit Zoom use. Eg, Lebanon. So this may be over-caution.

Meanwhile, other countries not on the list block Zoom and other chat apps regularly and arbitrarily, including India, Egypt and of course China. This is beyond the control of Zoom.
