I believe this captures the comments made during the meetings. I have
taken the liberty of organising the text in some places slightly
different in terms of presentation. However, I have not changed the
substance in doing so.


Note: revisions in Blue represent a preliminary view of the text
provided by the Office of the General Counsel. Until the text is
complete, a final determination from the GC cannot of course been made
but it is hoped that the blue comments (which I can explain) help to
inform the debate and reach a conclusion at the meeting today.
