Now people are talking past each other.

It's not the abstract concept of multistakeholder governance which is
a problem.

It is its application -- how people or groups become enfranchised to
participate, possibly via representation, rather than just appear in
long lists of "stakeholders".

Without broad and meaningful enfranchisement any incarnation of
multistakeholder governance lacks legitimacy.
