Annette, your citations are taken out of context, and made worse by poor
wording on the slide. The heading of the list on slide 12 was
"Examples of narrow exceptions under consideration: where to draw
the line?".
From discussion (transcript is or will be posted), it was clear that
this list was a summary of the types of restrictions on free speech found
in various national laws. It was clear that this total list was not what
ICANN would use to screen gTLDs. Perhaps we may not be happy when we see
what ICANN staff finally recommends to the Board, but it is unfair to
characterize the list on the slide as such.
The title line could have been clearer.
Since I am not on all of these LAC, AFRI, APAC and EURO lists, I presume
this message will bounce. I would appreciate it if you would forward this
to them.
