As Internet connectivity improves in the region there are deep-seated regulatory, business, and social issues that will need to be resolved.This brief yet detailed report does not pull its punches in mapping the way forward. The report comes up with a number of specific recommendations for regulatory reform to protect user freedom, and also suggests an education program amongst regulators and others on the primacy of usercentricity and transparency in fostering a thriving network, with the consequent economic and social benefits.
