Request for input from the ALAC into the IRT's work on trademark issues with the introduction of new gTLDs
Building on the energy and enthusiasm that I trust those of you who were involved in the Mexico Meeting and At-Large Users Summit, still have I want, as Chair of the ALAC, to bring to the attention of At-Large and particularly the leadership of the RALO's and ALS's am matter arising from the Mexico ICANN meeting regarding tho formation and work of the IRT and indeed both the ALAC's and At-Larges input into its activities... Firstly I have included in the body of this message a copy in full, of a formal request from the President of the GNSO's Intellectual Property Constituency, Mr. Steve Metalitz, requesting ALAC specific input into this process in a very short time frame (we will add this to the Agenda for our March 24th ALAC Meeting) and pointing out the opportunity for individual (here I encourage also ALSes and RALO's to also respond directly) submissions to be provided directly to *ip-issues@icann.org*<ip-issues@icann.org> . Secondly two suitably qualified ALAC Members (in their individual capacity) have offered themselves to the IRT as Members these are Mr. Beau Brendler, and Ms. Vanda Scartezini, I would like at the ALAC Meeting to endorse these two IRT Members as formal representatives of the ALAC to this WG, and encourage discussion in the ALAC Working List regarding this matter prior to our discussion of this as an Agenda item at te March meeting as well... Related to this however is my desire to involve suitably qualified and experienced representatives from At-Large and the ALSes into an Ad Hoc ALAC WG (to operate as a subset of the existing new gTLD WG already established to give support and ensure that a balanced regional view on this important topic is provided (to include for example the matters of Traditional Rights that I heard discussed in the new gTLDs WG at the Summit meeting... I'm a little confused by this. Beau brought up this issue at today's NARALO conference call and said that the IRT was looking for public participants. Is this need satisfied by the appointment of Beau and Vanda? Is your call only for members of an ALAC subcommittee or is the IRT looking for other participants? (I say this because I committed to help find more participants in the NARALO call; I'd just like clarity on the nature of the potential recruitment. Beau had mentioned that the committee was looking for a pretty heavy time committment amongst its members. - Evan

I'm a little confused by this.
<CLO>Evan as far as I knew the deadline to propose members of the IRT was Friday, 13th March, and by the PDT time allocated I knew only of the names of Beau and Vanda being out forward... The IRT *is* looking fore Public Comment as outlined in the letter I got from Steve where he asked for specific ALAC input... If there is updated or different information circulating then I am not privy to that...

<CLO> My call was specific to getting participation into an ALAC WG and that is deliberately set at a lower level of participation than what I understand the IRT per se is asking for... Hopefully we can get at least 2-3 people from each Region able to commit enough time to support Beau and Vanda as ALAC endorsed Reps to the IRT (I hope) as well as assist in formulating the basis for Regional and ALAC comments on the matter...

Excellent I've also had a yes from Robert Gregory of Maddocks <http://www.maddocks.com.au/> (an ISOC-AU organisational Member look him up under [Our People] he is also a Board Member of ISOC-AU and will be drafting our ALS comments to the ITR and for the guidebook v2 review... And I have asked Hong Xue of she might offer her IP lawyer expertise (and WG experience) from APRALO as well... I note Brett Fausett offered himself on the NARALO list but I'm unsure if he put himself into the IRT per se ( I think he did) or not Heidi can you cross check this but if he can link to the WG space regardless that would be great... Albeit, I am not yet quite sure what workload we are letting ourselves in for at such short notice, I suppose that all will be revealed in due course. As background: I am NOT a trademark lawyer. However, as a GAC member I was part of the process that resulted in ICANN adopting the WIPO UDRP and as an EU official and subsequently, I was involved with the design of the Sunrise periods for <EURID.EU> initial launch and their (eventual) IDN launch. In general I support reasonable trademark protection in the DNS for pragmatic and legal reasons. I consider that many of the problems associated with trademark protection would be aleviated if ICANN and the Registry/Registrar community could agree to exclude speculative warehousing of domains which are not associated with any individual or corporate Registrant. Related to this however is my desire to involve suitably qualified and experienced representatives from At-Large and the ALSes into an Ad Hoc ALAC WG (to operate as a subset of the existing new gTLD WG already established to give support and ensure that a balanced regional view on this important topic is provided (to include for example the matters of Traditional Rights that I heard discussed in the new gTLDs WG at the Summit meeting... I know we have plenty of talent ( all be it time poor talent) in this area of expertise so I want to encourage any one who can contribute over the next few days / weeks on this topic to join the Wiki Work space we will set up for the purpose, by sending your name and details to staff@atlarge.icann.orgas soon as possible this will help spread the workload AND ensure a good opportunity for input from "the edges" ... Building on the energy and enthusiasm that I trust those of you who were involved in the Mexico Meeting and At-Large Users Summit, still have I want, as Chair of the ALAC, to bring to the attention of At-Large and particularly the leadership of the RALO's and ALS's am matter arising from the Mexico ICANN meeting regarding tho formation and work of the IRT and indeed both the ALAC's and At-Larges input into its activities...
Firstly I have included in the body of this message a copy in full, of a formal request from the President of the GNSO's Intellectual Property Constituency, Mr. Steve Metalitz, requesting ALAC specific input into this process in a very short time frame (we will add this to the Agenda for our March 24th ALAC Meeting) and pointing out the opportunity for individual (here I encourage also ALSes and RALO's to also respond directly) submissions to be provided directly to *ip-issues@icann.org*<ip-issues@icann.org> .
Secondly two suitably qualified ALAC Members (in their individual capacity) have offered themselves to the IRT as Members these are Mr. Beau Brendler, and Ms. Vanda Scartezini, I would like at the ALAC Meeting to endorse these two IRT Members as formal representatives of the ALAC to this WG, and encourage discussion in the ALAC Working List regarding this matter prior to our discussion of this as an Agenda item at te March meeting as well...
Related to this however is my desire to involve suitably qualified and experienced representatives from At-Large and the ALSes into an Ad Hoc ALAC WG (to operate as a subset of the existing new gTLD WG already established to give support and ensure that a balanced regional view on this important topic is provided (to include for example the matters of Traditional Rights that I heard discussed in the new gTLDs WG at the Summit meeting... I know we have plenty of talent ( all be it time poor talent) in this area of expertise so I want to encourage any one who can contribute over the next few days / weeks on this topic to join the Wiki Work space we will set up for the purpose, by sending your name and details to staff@atlarge.icann.orgas soon as possible this will help spread the workload AND ensure a good opportunity for input from "the edges" ... To this end I encourage the RALO leadership in each Region to actively, source, approach and encourage people you know of to step up and assist.
