IDN Questions for ALAC Policy Priorities Workshop on Thursday June 28
You may have seen that ALAC is going to have a Workshop on June 28, 14:00-16:00. One of the topics for discussion is internationalized domain names, which is one of the policy priorities of ALAC. To make our discussions more focused, Siavash and I drafted a list of questions as follows. You're welcome to comment on, rephrase or add on to these questions by Wednesday June 27. After the public consultation, the question list will be sent to the speakers from ICANN staff, GNSO and CCNSO. Hong
Q.1: What is the next step for IDNs?

• When will the 3-phase IDN test commence? When will it be completed?
• Is there a timetable for an overall IDN implementation?
GNSO
• Are the new gTLD guidelines intended to accommodate IDN
applications as well?
• Will GNSO apply the same requirements to both IDN gTLD applicants
and ASCII gTLDs applicants (E.g., should amount of non-refundable money be paid by the applicant)?
CCNSO
• Does CCNSO have any recommendation for starting IDN.IDN at ccTLD
level?
Q.2: How to evaluate IDN TLDs?
• How to define "confusing similarity"?
• Should semantic similarity be an issue?
• How to prevent user confusion?
• Do you have any thought on preventing phishing or pharming through IDNs?
