Strongly Support this ... it would more meaningful if ICANN take necessary step to promoting young entrepreneur of Undeserved Regions as well as developing country. i also tried put comment regarding this issue on Singapore meeting because this issue really important for balancing the Domain Name Industry. There were a couple of sessions on the topic in Singapore and a group of us also met with ICANN senior management to discuss options. Well, ICANN should be well placed, by now, to promote, at least , the development of autonomous Registrars, world-wide. However, there is a problem inso far as, in future, autonomous Registries and Registrars will be at a competitive disadvantage following the regrettable decisions regarding vertical (reverse) integration. To illustrate: - More ICANN accredited Registrars in a region or country make domain names registration accessible and closer to end users. - More ICANN accredited registrars in a country or region enable competition and choice that are good things for end users. This is the issue that bring me to ICANN...It had been discussed since many years and I'm happy to see this report coming out. Hope to see more concrete actions follow. Some issues raised on this report have an impact on more regions, not just the south. The "one size fits all" 's RAA is at the end an issue for must non-American Companies.

I would argue that ALAC's mandate would be to represent both the interests and... the evolution of the end user. This is also a developmental issue. The underserved regions, as they are coined, cannot continue to be only end users. There has to be a path to participating successfully in the domain name industry. +1. It does require a little bit of out-of-the-box thinking to get it though. Here's the more strategic matter. ICANN bootstraps and regulates - YES it DOES - the domain name market.
