Yes, Christopher, seen that too. But I'm afraid if I go by Madame Viviane Reding's [the EC for Justice, Fundamental Rights and Citizenship] implementation model for that policy perspective, it tends to reserve engagement only for what I call a rump of the G20 + a few of the BRICs thrown in for obvious political cause. Mind you, I quite get the genesis of the Eurocentric views she expresses; see her recent riposte on David Cameron's immigration policy perspective as another example. But her posture would relegate those of us at the edge of empire, the small states of the Caribbean, Pacific and almost all of Latin America save and except Brazil, as mere spectators for others who would decide our Internet future. Yet again, outside the pale.
