Final ALAC rules of procedure
All, after the last open item was addressed in last week's conference call, here is what should be the final version of our internal rules of procedure. It incorporates a revision of the election process according to the agreement of the call (the way it was recounted to me): Board liaison is voted at the meeting before AGM, other positions at the AGM by the new ALAC. It also has the final text for recall vote and rule amendment majorities (nine votes plus 3/4 quorum) and for point 1.g, taking up suggestions by Siavash, Wendy and Nick. You might note that I am not an ALAC member any more since yesterday, so I am glad to conclude this effort just in time. I think that further changes and enrichments can still be made - for example, we could formalize in writing the process for getting to regional recommendations on ALS applications, or for selecting Nomcom members - but they should go by the amendment procedure that is already included in this edition of the rules. Thank you so much Vittorio, for your LAST service to ALAC as the member. (but may continue as the Board Liaison and also ALS/EURALO, of course). I only read the revisions marked, and they all seem to be well written reflecting our discussion at the conf call. One accidental question on 9 b.. you wrote "telephonically", but not "electronically", indicating that mailing list discussions are not the subject of this clause, but I think we sometimes reach near-decision on the list, or online-voting via e-mail. So may I suggest "electronically" instead of "telephonically", or is there a good reason not doing so which I overlook? " 9.Meetings b.When meeting physically or telephonically, .... I think that the idea was that on a mailing list you are never absent, so there was no need for that kind of provision: the point was that you shouldn't take decisions at meetings unless there has been some advance notice for those who could not be there. -- vb.
