Grant Funding to Support ALS Activities
Cheryl, The info below appeared on a slide entitled "Why Become an ALS?" presented by Bilal Beiram at the Dubai Regional session -- http://public.icann.org/files/Bilal_Dubai08_Presentation.pdf Representation in ICANN at the regional and international level, plus your group's members will be eligible to serve on important regional and international decision-making bodies in ICANN; A free web page and other Internet-based mechanisms to support your group's work; Opportunities for grant funding to support some of your group's activities (ALAC is applying for grant funding). Is the ALAC really trying to recruit ALSs by pitching the possibility of grant funding for ALS projects? This strikes me as a rather deceptive and unethical recruiting practice... To whom has the ALAC applied for grant monies? Has a grant application or disbursement policy been created? Wow! This is sure news to me. When we were being courted to become an ALS we were told that there was no possibility at all of getting grant funding from ICANN for our own internal projects. That's the position - no funding from ICANN for ALS activities. Haven't seen a change in the bylaws indicating that ICANN will fund ALSes... and I would strongly disagree with it were it suggested. Have any of you seen any information from ALAC re applying for grant funding? There was some discussion a while ago as to the viability of so doing in some of the RALOs, but ALAC isn't a fiscal organisation to apply for grants - it would have to be ICANN applying, wouldn't it? Hi Jacqueline, All that I have seen thus far is from the Apralo monthly meeting summaries wherein grant support for the IGF Hyderabad session and grant support for the APNG Camp is being or has been requested. I am at loss to understand what ICANN's justification would be for funding these endeavors. Is ICANN now in the charitable grant giving business? Hmmmm.... perhaps all of North American ALSs should attend the upcoming NANOG conference in Brooklyn, or the next IETF session on ICANN's dime, or perhaps ICANN should pay to have every single LAC ALS attend a General Assembly to discuss IGF, ICT4D and GAID. Well There's outreach funding as well as the RALO annual meetings (agreed to in the RALO MoUs) But this is not supposed to be a feeding trough. If you go to a meeting, it's supposed to further ICANN's aims, not just pay for you to go to a meeting that you can't afford or don't want to pay for. Jacqueline Danny Younger wrote:

One cynical conclusion would be that ICANN, not content with the pace at which ALSs have been added, feels the need to bribe potential entrants. Even worse is the suggestion that the bribe would be allowed/acknowledged in some regions but not others.
I prefer, for now, to accept explanations based on either ignorance or well-intentioned misunderstanding. That At-Large -- both ICANN and the RALOs -- have been slow at the task of outreach and recruitment is IMO beyond question. Having said that I believe that we are, for now, very far from requiring such desparation measures.

Well, for discussion purposes, I would think that it would have to be individual ALSs applying/receiving the funding as they would probably be incorporated bodies. However, I agree with several statements put out there that it would be rather a conflict of interest for ALSs to be funded by ICANN. It was just a rather odd thing that came out of Dubai.
