I attach the UK Government response to the questions for public comment issued by the Second Accountability and Transparency Review Team (ATRT 2). The other comments submitted in this public consultation are available to read at: http://www.icann.org/en/news/public-comment/atrt2-02apr13-en.htm Click on View Comments Submitted .

We have not responded to the question under part 7 about the process under which GAC members are appointed. The rationale for this question is not explained. This is a decision for national governments of course and should not therefore fall within the purview of the ATRT 2 in our opinion.

If you have any questions regarding any points raised in this preliminary UK input into this second accountability and transparency review, please do not hesitate to get in touch.
