Once a year when we change FY, there are issues related to the budget be approved so late, and because of that it impacts the ability to act when coming into the new FY. There must be a better way of approving costs that are early in the FY. Alternatively, there should be an absolute "NO" to trying to do things in panic after the budget/cost is approved.
For example things related to the first ICANN meeting after the FY started. If the cost is approved too late, the actions should be pushed to the following meeting.
Or, to express this differently, there is an unclear difference or connection between budget and approval for costs.
