I think that some specific "functions" of ICANN need to be guaranteed at the highest professional level possible and their financial support should be clearly evident and separate from the rest in the budgeting and reporting side. i think that support for the policy development process, as well as the compliance functions deserve clear separation and justifications, so that the community is assured, that those function are properly and continuously endowed, clearly staffed and its performance beyond any ups and downs of the overall financial situation and development of the DNS business volume.
