I am not aware of an official definition of "transparency" (or "accountability"). Like the AoC, ICANN's bylaws use but don't define these terms. In January 2008, ICANN finalized a report entitled " ICANN ACCOUNTABILITY &

TRANSPARENCY FRAMEWORKS AND PRINCIPLES," (attached) which you may find useful.
