On the question of the Board requesting the GAC do things
Hi, Was thinking about this issue. I wonder if the problem is the notion of request. Would the idea work better with recommending that the Board invite? E.g. if we have consensus on High Level meetings, which of course I think should be Multistakeholder, being a good thing, they perhaps the Board can indicate its willingness for ICANN to be embroiled in such activities by 'inviting' the GAC to organize such. avri
Heather can speak more authoritatively than I can on this. My picture is that It is not appropriate for ICANN to organize a high level meeting or to invite ministers to attend. Those roles belong to the government of the country hosting the meeting. What ICANN can do is provide support when such meetings are convened. ICANN can also work informally with potential host countries and others to lay the foundation for such meetings, but I don't quite see how to write a recommendation to cover this. Perhaps it would be appropriate for the GAC to take on the task of convening high level meetings. If so, the ATRT2 could address its recommendation to the GAC. That is a good question. Can the ATRT address any of the AC/SO? AOC 9.1 speaks of ATRT informing the Board and the of the Board taking actions. avri
Thanks for posting further comments on this following the call. Steve, I think you're on the right track with the HLM, the role of the GAC and the host government, in carrying it out. The Board is also a critical partner and facilitator. Avri is also correct to remind us about the formal link to the Board as laid out in the AoC.
