Revised GAC related recommendations
Attached please find the GAC related recommendations template. The new additions are left in redline for ease of identification and begin on page 12. This includes a summary of the relevant public comments received up till 4 pm today. Fiona
Fiona, In the table on page 4, the assessment of recommendation 11 ends with "Issue of proposing and adopting related Bylaws changes remains open." I may have completely missed this. What Bylaws changes were discussed? In the recommendation from ATRT1, the only mention of Bylaws is at the end, "This process … should consider establishing other mechanisms by which the Board and the GAC can satisfy the Bylaw provisions relating to GAC advice." Can you clarify for me? Thanks, Steve On Dec 13, 2013, at 6:03 PM, Fiona Alexander <FAlexander@ntia.doc.gov> wrote:

Hi Steve It has been suggested that these things are happening in practice but have yet to be codified in a bylaw change in large part due to the BGRI preference to at some point propose a package of bylaw changes as opposed to just one in a piece meal fashion. I would look to Heather and perhaps ICANN staff to confirm. Fair enough, but part of my question is whether "Issue of proposing and adopting related Bylaws changes remains open" refers to anything that is visibly on the record. If not, a careful reader will wonder where this comes from. Steve On Dec 13, 2013, at 6:23 PM, Fiona Alexander <FAlexander@ntia.doc.gov> wrote:

Fiona,
In the table on page 4, the assessment of recommendation 11 ends with "Issue of proposing and adopting related Bylaws changes remains open."
I may have completely missed this. What Bylaws changes were discussed? In the recommendation from ATRT1, the only mention of Bylaws is at the end, "This process ... should consider establishing other mechanisms by which the Board and the GAC can satisfy the Bylaw provisions relating to GAC advice."
Can you clarify for me?
Thanks,
Steve
