Many thanks, Best regards Alice -- On 12 December 2022 ICANN org sent a request for clarification<https://mm.icann.org/pipermail/atrt3-implementation-shepherds/2022-December/000058.html> to the ATRT3 Implementation Shepherds. The ATRT3 Implementation Shepherds were invited to provide additional information on language included in the ATRT3 Final Report as it relates to Recommendation 5’s retiring of recommendations - “as it becomes apparent that the community will never get to them” – and to provide examples to help ICANN org define a process that matches the envisioned intent of the recommendation. As requested by ATRT3 Implementation Shepherds, a call was convened on 11 January 2023 to discuss the request for clarification. In reviewing implementation of ATRT2 recommendations, the ATRT3 determined that there are instances when a recommendation cannot be marked complete as the community decided to go in a different direction, or a recommendation was overridden by events. During the call, the ATRT3 Implementation Shepherds shared the following considerations: * Budget and value of efforts are equally important in the decision-making on whether a recommendation should be retired. The org and community should focus on what is most impactful from a cost and value standpoint. The Operational Design Phase (ODP) would be a good example to follow as it includes these various components. * The approach when looking at recommendations should be pragmatic and practical, but also be adapted to a given ecosystem. A recommendation should be adequate to a given environment or subsequent events. If not, it would be a reason for retirement. * Any recommendation should be reconsidered in the light of our fast-paced environment and ever-changing community. The option to retire a recommendation to match new or diverging views or opinion of community groups should be made available. * Retirement of a recommendation should always be accompanied by rationale. * The ATRT3 Implementation Shepherds suggested to look at the At-Large’s work about retiring recommendations as a helpful resource.
